The Directorate of Fisheries would like to enter into a contract for the removal of a total of 15 mussel installations and all the associated equipment at the locations and the adjoining areas, including anything underwater and on the seabed.
The assignment also includes the delivery of site parts for reuse/recycling, residual waste, and biological material (mussels and sprouts) to certified sanitation companies, as well as the preparation of a report describing what has been carried out, and documentation of assignment execution.
The sites are located in Risør, Tvedestrand and Arendal Municipalities respectively.
The assignment is split into 3 sub-contracts.

Requirement:
Tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement:
Tenderers must submit a tax certificate, not older than six months, c.f. the PPR section 7-2 (2).
• Norwegian tenderers can order a tax certificate via form RF-1316 in Altinn;
• Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties.
If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

1) The tenderer's annual financial statements including notes with the board's and auditor's reports from the last 2 years;
2) Credit rating not older than 2 months.
If the annual accounts for the previous year have not been completed, the provisional annual accounts must be enclosed for the previous year.
Newly started companies must document the financial strength to fulfil the contract in another way.
Tenderers can choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position. If so, the tenderer must document the resources in the company he will rely on and that these resources will be available (cf. the commitment statement in Annex C).

Økonomisk og finansiell stilling:
Requirement:
Tenderers must have the sufficient financial strength to fulfil the contract.
In order to fulfil the requirement, the annual turnover must exceed twice the estimated value of the sub-contract/sub-contracts the tender is submitted for. If a tender is submitted for all 3 sub-contracts, the turnover must exceed NOK 9 000 000.
Tenderers must also have a positive operating result in at least one of the last 2 years (2019 and 2020), and no payment remarks.
All the requirements must be fulfilled.

The contracting authority must have the opportunity to contact the contact persons listed.
