The competition concerns entering into seven parallel framework agreements (‘the Framework Agreements’) for the purchase of consulting engineer services for the Property Department at UiO (Oslo University).
The framework agreements include a total of 14 professional disciplines. These are Ventilation, Heating, Sanitation (RIVI), Refrigeration and heat pump engineering (RIVII), RIAut, ITB, RIEn, RIB, RIBfy, RIA, RIM, BIM, RIBr, RIE, Lighting Designer (LD) and Lift Engineer (RIH).
Some of the framework agreements include multiple professional disciplines, while other only include one professional discipline. Tenders can submit tender for one or more of the framework agreements. It will not be possible to submit sub-tenders in the individual framework agreements. Tenders for the framework agreements including more than one professional discipline must therefore include all of the professional disciplines included in the relevant framework agreement.

Justification for cancellation See the feedback regarding the tender documentation's qualification requirements, point 1.6.4 (‘Tekniske og faglige kvalifikasjoner’) (‘Technical and professional qualifications’). We have reassessed the requirement and concluded that the requirement regarding experience from similar assignments must be from ‘framework agreements’ is unnecessarily restrictive of competition and thus not proportionate, cf. the Public Procurement Act § 4, cf. the Public Procurement Regulations § 16-1 (1) the last sentence in the conclusion. Since the modification of the qualification requirement has, in accordance with our assessment, resulted in a significant change in the tender documentation and consequently there are objective reasons for cancelling the call for tenders, cf. the Public Procurement Regulations § 25-4 (1).
