In 2019, Stortingets administrasjon (the Norwegian Parliament Administration) decided on a target image for digitalisation of the parliamentary proceedings, ‘the Norwegian Parliament will exchange, process, publish and preserve parliamentary information digitally and efficiently with good quality’. In extension of this, the administration has reviewed both the concept phase and planning phase in 2020-2021. Project for digitalisation of parliamentary case processing (hereafter abbreviated to DPS) will modernise and streamline the support to the parliamentary work processes, connect to exchange, processing, publishing and preserving parliamentary information. As an extra support, the project should link with one external quality assurer.

The project owner, the Norwegian Parliament's Director, wants to connect with an external quality assurer. The quality assurer will give the project owner and project management thorough analysis of the DPS project and clear advise about measures to secure implementation and goal achievement.

Through the concept and planning phase, the risk for the DPS project was discovered and reduced, and it will be an important management tool in the quality assurance work.
The DPS project has a planned duration of 2.5 years and the external quality assurer will follow the project the entire way. This contract will thereby also have a duration of 2.5 years, but with options to extend (up to four by 6 months), if the project uses more time than anticipated.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Økonomisk og finansiell stilling:
Requirement: The tenderer shall have sufficient financial strength to be able to fulfil the contract.
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit information company that is authorised to handle personal information. The credit rating must not be more than one month old. NB: the credit report must be performed by a credit information business (Bisnode, Experian, etc.). Also note that the requested credit report is something other than e.g. General financial information.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have good experience from equivalent contracts. Documentation requirement: Reference list of comparable cleaning assignments in the last three to five years. Tenderers that are newly established and cannot therefore present references, must substantiate that they have the prerequisites required to fulfil the contract.

Requirement: The services that are to be provided must have a good and well-functioning quality assurance system Documentation requirement: Account of the tenderer's control systems for quality and security. The tenderer can document the requirement by presenting relevant certificates for quality assurance standards/quality assurance systems such as ISO 9001 or equivalent third party verified systems, or by describing their control systems for quality and security.
