NAV (hereafter called the Contracting Authority) has made major investments that are connected to the existing portfolio and will, therefore, continue its established portfolio at Microsoft.

The Contracting Authority has an Enterprise Agreement (EA/SCE) with Microsoft for the procurement of Microsoft maintenance and software. The contract expires on 31 October 2021.

Tenderers must be able to deliver software maintenance, support, and supplementary licences, services for all of the Microsoft software that the contracting authority has, and other Microsoft software that is offered through Microsoft's volume licence contracts. Tenderers must be able to offer all of Microsoft's volume licence agreements, including, but not limited to:

• Enterprise Enrollment (EA), Server and Cloud Enrollment (SCE);

• MPSA;

• CSP;

• Select.

The contract must have flexibility so that the contracting authority can itself decide when NAV will phase out and in old and new technology. The procurement concerns all products, licences, services, including cloud services that are covered by the portfolio. The tender documentation has LSP status requirements, c.f. the first requirement in Annex 1. A separate contract will be established this year for cloud platform services (IaaS and Paas), the consumption will be added to this contract. The contract also includes services for the entire Microsoft portfolio. Services can include consultancy and technical assistance for the entire product and service spectrum, including assistance with obtaining required information for assessing offered products and services' fulfilment of the personal protection scheme's requirements. The value of Microsoft licences for the contracting authority is estimated to be approx. NOK 600 000 000 to 720 000 000 including VAT. This estimate is only a guideline and is not binding.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established.

Documented by:

Foreign tenderers: certificate of registration in a company registered as prescribed in the legislation in the state where the tenderer is established.

For Norwegian tenderers: company registration certificate from the Brønnøysund register centre will be collected through the eBevis service.

1) Tenderers are required to have sufficient financial solidity to fulfil the contract;

2) Norwegian tenderers must have their tax and VAT payments in order.

1) Documented by: the contracting authority will obtain a credit rating carried out by Experian; see www.experian.no If a tenderer believes that the credit rating will not provide an accurate picture, supplementary information is to be attached to the request for qualification;

2) Documented by: Norwegian tenderers: A tax and VAT certificate from the tax authorities, not older than 6 months from the deadline for requests to participate in the tender contest.

1) Documented by a description of the tenderer's 3 most relevant deliveries in the last 3 years, including a description of the assignment, value/scope, dates and recipients (reference customer). Annex 2 in the qualification documentation must be used. Name and contact details of the contact person who can confirm this information must be provided on request.

2) Documented by a description of relevant units at the tenderer;

3) Documented by an account of the company’s quality assurance system/management system and any certificates issued by independent bodies;

4) Documented by a description of the tenderer’s technical capacity. With regard to the capacity, a description of the tenderer's relevant units shall be given;

5) Documented by a description of the tenderer’s professional qualifications. With regard to qualifications, a short overview of the tenderer's general relevant expertise must be given. The personnel proposed for the assignment must not be specified, and CVs must not be submitted;

6) Documented by a description of the tenderer's average annual workforce in the last 3 years.

Good implementation ability is required, weighted 30 %.
