The allocation, budget and prognosis processes, and their follow-up consist of a number of sub-processes and activities that have very varying structure and prerequisites, but that nevertheless have a strong need for exchange and coordination of data and information. Even if the financial data and figures are an important part, the processes also include work on goals, key figures, cost drivers and KPIs, and the associated reports on these.

The modelable system support must make it possible for NAV to develop, further develop, and maintain a number of best practice models (point solutions). Separately these will cover a small part of the allocation, budget and prognosis processes, but the establishment of strong connections between them will take care of the overall end-to-end processes. Furthermore it is a prerequisite that the set-up, configuration and maintenance can be carried out without programming, but instead in graphical interface with the help of formula and parameter settings.

In order to achieve this, NAV needs a standard cloud service system that is modelable and that includes, amongst other things, the following products and services.

— user accesses;

— saving and processing power;

— integrations and transfer of data, to and from both other cloud services and on-premise installations.

The contracting authority will scale up to 500 users from the start-up until the end of 2022. Furthermore, the contracting authority aims to scale up to 2000 licences during the contract period.

In addition, NAV needs assistance during the implementation of the system. It is therefore important that tenderers can provide a sufficient number of competent and relevant personnel.

NAV intends to build and develop its own competence in modelling, configuration, and administration of the system, and will, therefore, be responsible for the implementation of the system. However, in order to achieve this, we will require assistance from the tenderer in the form of expertise, technical competence and/or capacity, which ensures that the system can be used in the best possible way and that NAV's requirements for security, availability, monitoring, logging, and access control are met. After the implementation, assistance can be required from the tenderer when, and to the extent, there is a need for the maintenance and further development of the system.

The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date.

Tenderers are required to be a legally established company.

Documentation requirement:

Norwegian tenderers: company registration certificate from the Brønnøysund Register Centre.

Foreign Tenderers: certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.

Tenderers are required to have good financial solidity.

Documentation requirement:

— the last auditor approved accounts, including notes and the auditor's report;

— the contracting authority will obtain a credit rating from Experian, see www.experian.no

If a tenderer believes that the credit rating will not provide an accurate picture, supplementary information is to be attached to the request for qualification.

Requirement: Norwegian tenderers must have their tax and VAT payments in order.

Norwegian tenderers: a Tax and VAT certificate from the tax authorities, not older than 6 months calculated from the deadline for requests to participate in the tender contest.

Good implementation ability is required.

Documentation requirement:

— description of the tenderer's technical capacity and professional qualifications. With regard to the capacity, a description of the tenderer's relevant units shall be given. With regard to qualifications, a short overview of the tenderer's general relevant expertise must be given. The personnel proposed for the assignment must not be specified, and CVs must not be submitted;

— an overview of the tenderer’s average annual workforce and managerial staff in the last 3 years.

Significant experience is required from similar deliveries.

The tenderer's 3 most relevant deliveries in the last 3 years, including a description of the assignment, value/scope, dates and recipients (reference customer).

Annex 2 in the qualification documentation must be used.

Name and contact details of the contact person who can confirm this information must be provided on request.

A good, well functioning quality assurance system is required.

An account must be given of the company’s quality assurance system/management system and any certificates issued by independent bodies.

The contracting authority will invite at least 3 and a maximum of 5 of the qualified tenderers to submit a tender, provided that there are a sufficient number of tenderers who are qualified.
