Even if the financial data and figures are an important part, the processes also include work on goals, key figures, cost drivers and KPIs, and the associated reports on these.

The modelable system support must make it possible for NAV to develop, further develop, and maintain a number of best practice models (point solutions). Separately these will cover a small part of the allocation, budget and prognosis processes, but the establishment of strong connections between them will take care of the overall end-to-end processes. Furthermore it is a prerequisite that the set-up, configuration and maintenance can be carried out without programming, but instead in graphical interface with the help of formula and parameter settings.
In order to achieve this, NAV needs a standard cloud service system that is modelable and that includes, amongst other things, the following products and services.
— user accesses;
— saving and processing power;
— integrations and transfer of data, to and from both other cloud services and on-premise installations.
The contracting authority will scale up to 500 users from the start-up until the end of 2022. Furthermore, the contracting authority aims to scale up to 2000 licences during the contract period.
In addition, NAV needs assistance during the implementation of the system. It is therefore important that tenderers can provide a sufficient number of competent and relevant personnel.
NAV intends to build and develop its own competence in modelling, configuration, and administration of the system, and will, therefore, be responsible for the implementation of the system. However, in order to achieve this, we will require assistance from the tenderer in the form of expertise, technical competence and/or capacity, which ensures that the system can be used in the best possible way and that NAV's requirements for security, availability, monitoring, logging, and access control are met. After the implementation, assistance can be required from the tenderer when, and to the extent, there is a need for the maintenance and further development of the system.
NAV intends to build and develop its own competence in modelling, configuration, and administration of the system, and will, therefore, be responsible for the implementation of the system.
