Helse Sør-Øst's technical architecture must make it possible to realise data-driven process coordination and automation, deliver mobile IT applications, support standardised connection of sensors and medical equipment, and reduce unwanted variation when this prevents performance development and creates trouble and bother for clinicians and patients. The realised architecture must contribute to the following gains:

Increased ability to change

Reduced trouble and bother

Increased interaction in process, information and assignment flow

Increased insight in patient progress/patient treatment and performance management

Increased large-scale advantages

Procurement of a process platform that simplifies the option to support work processes across the core systems and professional areas. In brief Helse Sør-Øst's architect vision of a process platform is a development platform with an integrated set of technologies that coordinate information and assignment flow across organisation units, people, systems, and data acquisition from equipment.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial solidity to fulfil the contract obligations.

Minste nivå(er) av standarder:

The contracting authority will assess the tenderer's fulfilment of the qualification requirement based on the following information from the tenderer:

The Annual Financial Statements lodged for the last two years with notes including the auditor's report.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with another document, including for example a parent company guarantee, bank guarantee, etc.

The contracting authority will obtain a rating report from a recognised rating agency. The contracting authority will verify that tenderers have profitable operation and positive equity.

Teknisk og faglig kapasitet:

1. Tenderers must have the good capacity related to implementation of the contract.

2. Tenderers must have sufficient implementation ability to fulfil the contract.

3. Tenderers must have a well-functioning quality assurance system.

Minste nivå(er) av standarder:

1. Tenderers must give a short and general description of their organisation and activity areas.

2. Tenderers must refer to an overview of relevant assignments that the tenderer has carried out in the last three years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient. The stated and described deliveries ought to cover different sectors including the health sector.

3. Tenderers are asked to describe their quality assurance measures, methods and tools for development, testing, hand over, and dealing with deviations.
