The contract will be a continuing service contract in accordance with the regulations in SSA-L.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a trade index or a register of business enterprises.

Norwegian Tenderers must provide an updated company register certificate.

Foreign tenderers must provide certificate(s) for statutory

Registration in the country where they were established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial solvency to fulfil the contractual obligations.

The contracting authority will evaluate the tenderer's fulfilment of the qualification requirements in the following ways:

The submitted annual financial statements for the last 2 years, with notes including the auditor's statement.

If a tenderer has justifiable cause to not present the documentation, the contracting authority has required, the tenderer can prove his economic and financial standing with another document,

including, for example, a parent company guarantee, bank guarantee, etc.

The contracting authority will obtain a rating report from Bisnode Credit AS.

Teknisk og faglig kapasitet:

Tenderers must have sufficient ability and capacity to fulfil the contract.

Tenderers must submit an overview of the three (3) most relevant deliveries that the tenderer has carried out in the last three (3) years, together with information on the contracts' value, date of

delivery/execution and the name of the recipient.

In particular references that show experience with/from;

— other public contracting authorities, preferably within health;

— websites for competence services, competence development, and competence spreading;

— search engine optimisation (SEO) xill be of importance.

Tenderers must submit a description of the personnel that the tenderer will use to fulfil the contract. In particular, personnel connected to disciplines such as development, digital consultancy, design, testing, operation and support, project management, 10 implementation and training will be of importance. You do not need to submit CVs under this point.

Tenderers must submit a description of the tenderer’s average annual workforce and the number of employees in management in the last 3 years.

The contracting authority will assess the tenderer's deliveries and degree of comparability with the contracting authority's needs, as well as the tenderer's capacity to fulfil the contractual obligations.
