Purchase and Recycling of Rubber Components for Tanks (Qualification Documentation)

Forsvaret v/Forsvarets logistikkorganisasjon (the Norwegian Armed Forces c/o the Norwegian Defence Logistics Organisation)

The procurement will cover ongoing need for purchase, repair and recycling of various rubber components for tanks, hereunder primarily for LEO1, LEO2 and M113. In the long term it may also be relevant to include the CV90 portfolio. The rubber components procured under this framework agreement include runners, retreading, rubber-belts, and associated materials.

Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement. Documentation requirement Credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than 3 months.

Teknisk og faglig kapasitet:

I. Requirement: the tenderer must have sufficient capacity to fulfil the delivery.

Documentation requirement: a description must be given of technical personnel and technical units the tenderer has at disposal to fulfil the delivery.

II. Requirement: the tenderer must have sufficient competence to fulfil the delivery.

Documentation requirement: a description of the education and professional qualifications of personnel the tenderer has at disposal to fulfil the delivery. CVs are not requested here.

III. Requirement: the tenderer must have a good and well-functioning quality assurance system.

Documentation requirement: a description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

IV. Requirement: the tenderer must have a good environment management system.

Documentation requirement: a description of the environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

1) Requirement: the tenderer must have good experience from similar deliveries.

Documentation requirement: an overview of the tenderer´s three most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The list must include an indication of:

A brief description of the assignment

It is the tenderer's responsibility to document relevance through the description.

2) Requirement: the tenderer must have sufficient capacity to fulfil the delivery.

Documentation requirement:

A description must be given of the tenderer's technical personnel or technical units the tenderer has at disposal to fulfil the delivery.

A description of the technical personnel or technical units, particularly those who are responsible for quality control, that the tenderer has at disposal to fulfil the contract.
