For Norwegian tenderers:
Subsequent to the submission of the tender, the tenderer must give consent for Tendsign to obtain and the Contracting Authority to receive information about the above-named via TendSign. After tenderers have submitted their tender in TendSign, they will receive a request from Altinn for consent to share the tax information.

The consent is valid on an organisation level and is valid for three (3) months. If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated to Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating
The Contracting Authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The Contracting Authority will not accept credit ratings from business and account information systems other than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
Tenderers can attach other necessary information in the tender offer if the tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies that have not built up a basis for credit rating must enclose a declaration from a bank or similar financing institution regarding the company's financial and economic position.
This also applies to foreign tenderers.

Requirement: tenderers must have their tax, employer contributions and VAT payments in order in accordance with the legal provisions.

The financial capacity to carry out the contract is required. Tenderers are required as a minimum to be credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to fulfil the contract based on the Contracting Authority's assessments in regard to the submitted documentation from the tenderer. Newly established companies must have the financial capacity to implement the agreement.

Documentation requirement:
A description of the tenderer's routines and measures for quality assurance (maximum 1 A4 page, the table of contents will not be accepted). If a tenderer is certified in accordance with ISO 9001, or equivalent quality assurance certification, and this is described in the certification, it is sufficient to provide a copy of a valid certificate. Tenderers must state where in the certification the requirement is met.

Experience and expertise
Documentation requirement: the excel spreadsheet 'experience and competence — the tenderer's references' must be completed. For each reference assignment, information must be provided on the assignment's content, value, dates, the Contracting Authority, and a contact person at the Contracting Authority, with an email address and telephone number. In addition, documentation must be given of the relevant competence of key personnel.

The executing contractor is required to have central certification or the key personnel are required to have documented competence and experience as stated in the building application Regulations (SAK10) chapter 11, section 11-3 or equivalent for: discipline: applicant, engineering designer, and executor.

The tenderer, or the tenderer's employees are required to have experience from at least one equivalent assignment in the last 10 years. Equivalent assignment means a turnkey contract for the construction of quay installations in concrete (piling) and minimum 100 m length.

Relevant competence means that, as a minimum, the project manager has participated in quay development project(s) (size more than 100 m), either as project manager or as a participant in the project group.
