The objective of the agreement is to cover the contracting authorities' need for temporary doctor services for the health and welfare sector in the participating municipalities, in accordance with the requirements specification. Tenderers must, as a minimum, be able to offer the following position groups: Doctors, specialists in general medicine, doctors with specialisation (LIS) 3, doctors with specialisation (LIS) 0. Up to three parallel framework agreements will be signed with up to three tenderers. The contract period will be 2 years from when it is signed, with an option for a 1 + 1 year extension.

Vilkår for deltakelse
Liste og kort beskrivelse av regler og kriterier:

Tax and VAT Certificate: tax, payroll tax and VAT payments must be in order, in accordance with the statutory provisions.

Credit rating: the financial capacity to fulfil the contract is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the contracting authority’s assessment in accordance with the attached documentation from the tenderer.

Certified manpower agency: tenderers must be certified in the Norwegian Labour Inspection Authority's register of certified manpower agencies.

Quality assurance system: the must be a good, well-functioning quality assurance system for the services that will be provided. Documented by a valid ISO-9001 certificate, or an account of the system.

Capacity: tenderers must have sufficient capacity. Tenderers must have provided the following number of invoiced hours to Norwegian municipalities in the period 29 February 2020-1 March 2021: — minimum 10 000 doctor hours.
