The purpose of the contract is to cover the client's need for a quarantine hotel for persons subject to requirements about arrivals quarantine and persons in quarantine who are without a suitable residence. This is to limit the spread of infection based on the Corona situation.
Basically, the hotel must not be used for persons with detected infection, but these will be moved to another isolation location. However, it may be necessary to use the hotel for persons with detected infection in the absence of isolation locations etc. The hotel must therefore have routines to be able to also handle these types of guests.

The contract duration is 5 months from the start of the contract, with the possibility for the contracting authority to extend the contract for 3 months + 3 months + 3 months.

For Norwegian tenderers:
Subsequent to the submission of the tender, the tenderer must give consent for Tendsign to obtain and the contracting authority to receive information about the above-named via TendSign. After tenderers have submitted their tender in TendSign, they will receive a request from Altinn for consent to share the tax information.

The consent is valid on an organisation level and is valid for three (3) months. If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.).

Foreign tenderers: tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating:
The contracting authority will carry out their own assessment of the tenderer's finances through the business and account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The contracting authority will not accept credit ratings from business and account information systems other than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers. Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation. Newly established companies: newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and economic standing. This also applies to foreign tenderers.

Credit rating:
The financial capacity to carry out the agreement is required. Tenderers are required as a minimum to be Credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to fulfil the contract based on the contracting authority's assessments in regard to the submitted documentation from the tenderer. Newly established companies must have the financial capacity to implement the agreement.
