Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1.Qualification requirements: Tenderers must have fulfilled all of their tax obligations. Documentation Requirement: Tenderers shall enclose:

o Updated tax and VAT certificate without arrears. The certificate must not be more than 6 months old.

2 Qualification Requirement: Tenderer must be a legally established company. Documentation: Norwegian tenderers must provide an updated company register certificate.

Foreign tenderers must provide an updated certificate(s) of:

- statutory registration in the country where the tenderer is established

- documentation showing that the tenderer is registered in Norsk Foretaksregister (the Brønnøysund Register Centre), or that the tenderer will do obtain the certificate before the contract is signed.

3. Qualification requirement: Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE). Documentation: An updated HSE self-declaration stating that the tenderer meets, or if awarded the contract will meet, statutory requirements in Norway relating to health, safety and environment. o The self-declaration must be signed by a company representative and countersigned by one of the employees.

4.Qualification requirement: Tenderers must have legal working and wage conditions for own employees and for hired personnel.

Documentation: Tenderers must enclose a copy of a standard employment contract in the company and possibly for hired labour if this is engaged in the assignment.

Økonomisk og finansiell stilling:

1. Qualification requirement: Tenderers must have complied with accounting obligations, and have sufficient economic and financial capacity to carry out the assignment.

Documentation requirement: Annual accounts confirmed by an auditor, with the auditor´s report for the last two accounting years, which show positive equity and liquidity of at least 50% of the expenses for each of the accounting years.

If a tenderer has valid reasons for not being able to provide the documentation requested by Returkraft, the tenderer can prove his economic and financial position with any other document that Returkraft deems suitable (e.g., a bank guarantee).

Teknisk og faglig kapasitet:

1. Qualification requirement: Tenderers must see to the temporary storage of bottom ash at a certified place both before and after sorting, as well as the final disposal. Documentation requirement: The tenderer must present:

Licence / discharge permit that covers the intermediate storage of ash

Licence / discharge permit that covers the final storage of ash

2. Qualification requirement: The main tenderer can only use one sub-contractor. A commitment statement is required for the use of a sub-contractor, as well as verification showing that the tenderer has right of use of the resources during the entire contract period. Documentation requirement: Tenderers must submit a commitment statement that confirms that the tenderer can use the resources throughout the entire contract period.

o It must be clear if a tenderer will not use sub-suppliers.

o Note that any sub-suppliers must fulfil the same qualification requirements as the tenderer, mentioned in point 2 of this document, and must attach the required documentation on equal terms as the tenderer.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

1. Qualification requirement: Tenderers are obligated to take out and maintain required insurances for the non-life and liability events that can occur during the contract period. Documentation requirement: Tenderers must verify their updated insurance.

o The coverage area must include all relevant damages and responsibilities that can occur during the contractual relationship.

o The coverage area must cover all geographical areas for the assignment during the entire contract period.

2. Qualification requirement: If a tenderer plans to use hired foreign labour, sub-contractors from abroad, or is himself a foreign registered company, the tenderer must comply with all the requirements in the laws and regulations on work in Norway. Documentation requirement: The tenderer must submit a declaration verifying that the Tenderer has routines for and is aware of the obligations that lie with the company.

If a tenderer shall not use hired/sub-contractors from abroad, this must be specifically stated in the tender.
