Parallel framework agreements will be signed with a maximum of 3 (three) tenderers within 9 (nine) sub-areas in order to cover the Norwegian Defence's need for temporary staff in the aviation fuel service.
Sub-area 1: Bardufoss;
Sub-area 2: Evenes;
Sub-area 3: Andøya;
Sub-area 4: Bodø;
Sub-area 5: Ørland;
Sub-area 6: Værnes;
Sub-area 7: Sola;
Sub-area 8: Rygge;
Sub-area 9: Haakonsvern.
The framework agreements will ensure that the Norwegian Defence's need for the supply of competent temporary staff is covered at times of, for example, sickness, in periods of a lot of activity and during major exercises, as well as filling vacancies whilst waiting for someone to be permanently employed.
The offered temporary staff will mainly assist with tanking civil and military planes, delivering fuel to and operating aviation tank lorries, contributing to receiving tank boats and making daily check-outs/preparing tank lorries and tank installations, as well as checking technical alarms.
In addition the Norwegian Defence will also have an option for a duty telephone at Bodø and Sola Air Stations.

The framework agreements will be valid for 2 (two) years. If the contracting authority does not want to extend the contract, the contracting authority will give written notification 3 (three) months before the contract expires. If the contracting authority does not give notification of the contract expiring, the framework agreement will be automatically extended for 1 (one) year at a time for a further 2 (two) years. The framework agreement's maximum length will be 4 (four) years.

Requirement: tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirements:
Norwegian tenderers: company registration certificate.
Foreign companies: confirmation that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.
Documentation requirement: credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.
Teknisk og faglig kapasitet:
Requirement: tenderers must have experience from equivalent services to those mentioned in annex B (requirements specification) point 2.
Documentation requirement: tenderers must attach an overview of the tenderer's 3 most relevant service deliveries in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of:

It is the tenderer's responsibility to document relevance through the documentation.
Requirement: tenderers must have sufficient competence to carry out the assignment. Sufficient competence means that the tenderer must have routines for training, courses, and raising the competence of personnel that provide fuel services for aviation.
