Arbeids- og velferdsdirektoratet (the Directorate of Labour and Welfare) will implement a procurement with the aim of enter into a contract with a supplier of cloud services (SaaS) for handling of travel and other expenses in NAV. The aim is that the process from submission to payment of reimbursement for travel expenses and other expenses will be carried out with a high degree of automation and built-in control options that can give the users a positive experience and increase the quality.
The intention of the new systems is to:
— get increased user satisfaction;
— contribute to reduced time use;
— give increased accounting quality.
In order to secure a uniform and efficient process, good interaction is required between new cloud services for travel and expenses other expenses and the existing wages and personnel system, where user-friendliness and exchange of data and information are essential.

NAV is seeking a standard cloud services that among other things includes the following products and services:
— user accesses;
— storage and processing power;
— establishing the service, hereunder necessary integrations and transferring of data.
NAV can also need assistance after the establishment phase, as well as competence transfer from the supplier.
In a normal year NAV has 100 000 registered travel expenses and other expenses. Due to the Corona pandemic the reimbursement demand for travel and other expenses nearly halved in 2020. It is anticipated that the travel activity will be reduced moving forward, in our forecast we have assumed around 75 000 reimbursement demands for travel and other expenses per year.

We anticipate that 7 000 users need access to the system from the start. During the contract period it is anticipated that the need for access increased to 15 000 for employees in NAV.
NAV wants the system to be able to be used to settle travel and other expenses for external parties (users not employed by NAV). Today, under 2 000 external persons have been reimbursed for expenses from assignments carried out for NAV.
This procurement follows the procedure for contests negotiated in two stages. The contract authority chooses which suppliers are invited to submit tenders from among those who satisfy the qualification requirements.
Varighet: 36 måneder
Beskrivelse av fornyelser: The contract will renew for 1 year at a time if it is not cancelled.

Tenderers are required to be a legally established company.
Documentation requirement:
• Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
Foreign tenderers: certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.
Minste nivå(er) av standarder:
The tenderer is required to have sufficient economic solidity to carry out the contract. The contracting authority will obtain credit ratings carried out by Experian; see www.Experian.no
If a tenderer believes that the credit rating will not provide an accurate picture, supplementary information is to be attached to the request for qualification.
Good implementation abilities are required.
Documentation requirement: description of the tenderer's technical capacity and professional qualifications. A description is requested regarding the capacity of relevant entities at the tenderer's disposal. With regard to qualifications, a brief overview of general relevant expertise at the tenderer is requested. The personnel proposed for the assignment must not be specified, and CVs must not be submitted.
