Kort beskrivelse:
The aim of the procurement is to establish a general and functional welfare technology system that supports current and future services within health and care services in Øksnes Municipality. The procurement will ensure that service recipients who live at home, in sheltered accommodation, or in an institution in Øksnes Municipality have access to safe, modern, and good services supported by technology. Another goal is that employees experience a safe and efficient working day.

The procurement will cover the municipality's need for a general system that covers needs in institutions, sheltered accommodation, and the needs of those who live at home.
The contract covers the following services:
— patient signalling system for one institution: the procurement of a patient signalling system will contribute to creating a safe and efficient work day, as well as improve the quality of the services for residents and employees. We would like employees to receive alarms from rooms on smartphones, be able to have a two-way conversation with residents in rooms, know where residents and other employees are in the building, who has been into which room, and that electronic locks on doors and integration with the existing locking system and gate telephony makes access control to the building and rooms simpler and safer. The municipality would like to have access to procure all the necessary components, including sensors, alarms, and other equipment in resident rooms and on doors;

— safety/mastering technology for persons living at home and residents in sheltered accommodation: persons living at home and residents in sheltered accommodation must be offered mobile remote control safety alarms with GPS. We would like employees to be able to receive alarms from the remote control safety alarms on smartphones, and we would also like flexibility as regards how the alarms are routed. It must also be possible for relatives to receive alarms. Two sheltered accommodation residences would like electronic access control to rooms like institutions have. The municipality would like to have access to a breadth of equipment (sensors, alarms, etc.) that can be procured in call-offs on the contract if required;

— welfare technology platform: the municipality would like to procure a welfare technology platform as a service (SaaS) in order to support service production across the nursing and care services field. The welfare technology platform must support services in institutions and for persons living at home.

Patient signalling system for Myreheimen nursing home, door locks and mobile remote control safety alarms for persons living at home are urgent and must be implemented in autumn 2021. In addition the procurement is open for the options for a patient signalling system for Alsvågheimen nursing home and for door locks on all sheltered accommodation residences in the municipality.

The contractual relationship will be regulated by SSA-R (framework agreement), SSA-K (for call-offs), and SSA-V (for support, operation and maintenance). The duration of the procurement contracts will be 2 + 2 + 1 year, the duration of the contract for support, operation and maintenance will be 6 + 2 years.

This is to be documented through a list of the most important relevant assignments in the last 3 years, including information on what the assignment covered, date of delivery, and a named contact person with contact information.

Tenderers must present a certificate for the tenderer's quality assurance/management system, issued by independent bodies that confirm that the tenderer fulfils recognised quality standards such as ISO 9001:2015 or equivalent. The contracting authority will also accept other documentation that demonstrates that the tenderer has a well-functioning system for ensuring quality, adapted to the nature and scope of the assignment. As a minimum, the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.
