Oslo kommune ved Bymiljøetaten (Oslo Municipality c/o the Agency for Urban Environment) invites tenderers to participate in an open tender competition in connection with procurement of operation and care of parks and recreational areas in Oslo south (contains the districts of Nordstrand, Søndre Nordstrand and beaches in Nordre Follo) and Østensjø District. The procurement will be divided into two sub-contracts,including 3-BYM-2020 Operation and maintenance of parks and recreational areas in Oslo south and 106-BYM-2020 Operation and maintenance of parks and recreational areas in Østensjø District.

The Agency for Urban Environment comes under the Department of Environment and Transport and is responsible, amongst other things, for the planning, development and operation of parks, recreational areas and municipal roads and streets. Responsibility for environmental health (air, noise, water, soil), not of a medical nature, also lies with the Agency for Urban Environment.

The purpose of the procurement is to acquire a contract who can assist the Agency for Urban Environment with the execution of operation and maintenance of parks and recreational areas in order to maintain the standard and safeguard previous investments, as well as carry out improvement and investment measures within operation and care. The contract will ensure that Oslo is a safe, beautiful, green and active city for residents and visitors.

3-BYM-2020 Operation and maintenance of parks and recreational areas in Oslo south — the service will be carried out in the period 1 January 2022 until and including 31 December 2024.

There is a mutual option to extend the contract for 2 years. Thereafter, the contracting authority has the unilateral right to extend the contract for a further 1 year. The contract can have a maximum duration of 6 years.

Egnethet til å utøve yrkesvirksomheten:

• Tenderers must be a legally established company

Documentation:

• Norwegian companies: company registration certificate

• Foreign tenderers: verification that the company is registered in a trade register or company register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

• Tenderers must have the economic capacity to carry out the assignment/contract;

• Tenderers must be creditworthy.

Documentation:

• The company's annual financial statements for 2019, 2018 and 2017 including notes, the board's annual report and the audit report, as well as newer information of relevance to the company's fiscal numbers;

• The credit rating must be carried out by a credit rating company licensed to conduct this activity, and it must not be more than 3 months old.

The contracting authority reserves the right to obtain credit assessments.

Teknisk og faglig kapasitet:

• The tenderer must have sufficient technical, personnel and organisational capacity to carry out assignments of an equivalent scope as that in this procurement. This means, among other things, that the tenderer must have the following qualification:

— arborist(s) with valid ETW or ISA diploma/certification or equivalent.

Particularly for 3-BYM-2020:

— At least three persons must have a certificate of apprenticeship as a landscape gardener, education as a gardener, landscape engineer, plant scientist or equivalent gardening competence.

Particularly for 106-BYM-2020:

• At least two persons must have a certificate of apprenticeship as a landscape gardener, gardener education, landscape engineer, plant scientist or equivalent gardening competence.

— At least one person with experience or competence within biological diversity

• The tenderer must have a satisfactory quality assurance system that is appropriate for the contract work;

• The tenderer is required to have implemented environmental management measures ensuring that the tenderer is suitable to fulfil the contract's environmental provisions.

This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.

• The tenderer must have sufficient experience of a relevant nature from works described in the tender documents. Relevant natures means among other things experience from:

— assessment and felling of high risk trees;

— waste management;

— winter maintenance/smaller roads/squares;

— cleaning/maintenance and repair of vandalism;

— smaller landscape gardener works;

— gardener works.

— biological diversity/foreign species (facilitation/combating);

— cleaning;

— maintenance and repairs after vandalism;

— gardening works.

Documentation:

• A description of the tenderer's average annual workforce and the number of employees in the management during the last 3 years;

• What parts of the contract are expected to be handed over to sub-contractors;

• Information about the education and professional qualifications of tree surgeons and landscape gardeners, landscape engineers or equivalent, including for example CV

— Information about education and professional qualification of persons with experience or competence in biological diversity, including for example CV.

• Quality assurance measures:

— description of routines and methods for execution, internal control and documentation of the works out in the field;

— description and submission of relevant parts of the tenderer´s quality system, with a statement of when this was last updated;

— if the tenderer is certified, a copy of the certificate issued by the certification body must be submitted.

• A description of the tenderer's environmental management measures, hereunder a description of environmental policy, climate and environmental goals, conformity assessment and measures and procedures with continual improvement measures. If the tenderer has certificates from independent bodies documenting the environmental management system relevant to the contract work, these can be submitted as documentation. The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme), or other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme, or other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001;

• An overview of contracts during the last five years where the tenderer has carried out work of a relevant nature and degree of difficulty as described in the tender documents.
