The procurement will cover the Norwegian Defence, Forsvarsmateriells (FMA) and Politiets Fellestjenesters' (PFT) need for middle layer clothing for cold weather through the establishment of one (1) framework agreement with one (1) tenderer. The products will mainly be used by military personnel in the Norwegian Defence.

Beskrivelse av fornyelser:
The framework agreement can be extended twice for one year at a time (1+1), to a maximum duration of four (4) years.
Beskrivelse av opsjoner:
Option 1) 'Storage build-up': The contracting authority can take up an option for storage build-up with procurements of all articles in Annex D - Price Sheet to a total value of up to a further NOK 30,150,000.00 excluding VAT. The aim of the option for storage build-up is that the contracting authority can maintain preparedness by taking up the option.

Option 2) 'Host Nation Support': The contracting authority can take up an option for host nation support for allied training and exercises with procurements of all the articles in Annex D - Price Sheet to a total value of up to a further NOK 1,100,000.00 excluding VAT.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
QUALIFICATION REQUIREMENT: The tenderer must be registered in a company register or a trade register in the state where the tenderer is established.
Documentation requirement:
Norwegian tenderers:
- Company Registration Certificate
Foreign tenderers:
- Verification showing that the tenderer is registered in a company register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
QUALIFICATION REQUIREMENT 1:
Tenderers must have an annual turnover of minimum NOK 50 million.
QUALIFICATION REQUIREMENT 2:
Tenderers must have the necessary economic and financial capacity to fulfil the contract.
A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

The tenderer's Annual Financial Statements (including notes with the Board's and auditor's reports) from the last 2 years.
If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the preliminary Annual Financial Statements for the previous year must also be enclosed.
DOCUMENTATION REQUIREMENT 2:
A credit assessment from a certified credit rating agency based on the most recent known accounting. The rating must not be older than three months.

TECHNICAL AND PROFESSIONAL QUALIFICATIONS - QUALIFICATION REQUIREMENT 1:
Tenderers must have good experience from comparable assignments.
TECHNICAL AND PROFESSIONAL QUALIFICATIONS - QUALIFICATION REQUIREMENT 2:
Tenderers must have technical key personnel with good knowledge of the production of the products, cf. Annex B - Requirements Specification, or for similar products.
SYSTEM FOR QUALITY ASSURANCE AND ENVIRONMENTAL STANDARD - QUALIFICATION REQUIREMENT 1:
Tenderers must have established, use, and maintained a management system for quality that is in accordance with the requirements in ISO 9001:2015 Management Systems for Quality - Requirement. The tenderer's management system for quality must be relevant for what the tenderer will deliver under the delivery scope of the contract, cf. ISO 9001:2015, 4.3 - Determine the scope of the management system for quality.

TECHNICAL AND PROFESSIONAL QUALIFICATIONS - DOCUMENTATION REQUIREMENT 1:
An overview of the tenderer's 3 most relevant contracts in the last 3 years must be given in Annex 8 - Reference Form. In order to ensure sufficient competition, documentation of assignments that the tenderer carried out more than 3 years ago can also be taken into consideration.

The references will be assessed as to whether, after a general assessment, they are a 'similar delivery' as regards the delivery scope of this procurement.
It is the tenderer's responsibility to confirm relevance through the description. The contracting authority reserves the right to contact the tenderer's listed references.
TECHNICAL AND PROFESSIONAL QUALIFICATIONS - DOCUMENTATION REQUIREMENT 2:
Name and position of central technical personnel. A description of the education, experience, and professional qualifications for the personnel that the tenderer has at his disposal to complete the delivery. The description must be a maximum of one A4 page per person.

SYSTEM FOR QUALITY ASSURANCE AND ENVIRONMENTAL STANDARD - DOCUMENTATION REQUIREMENT 1:
If a tenderer is certified in accordance with ISO 9001:2015, it will be sufficient to submit a copy of a valid ISO 9001:2015 certificate, with a scope that is relevant for the scope of the delivery, and which was issued by a third party accredited certification body. If a tenderer does not have a valid ISO 9001:2015 certificate, the tenderer must submit a description of the scope of the current management system for quality, and a conformity matrix that shows conformity between the tenderer's management system for quality and ISO 9001:2015. The conformity matrix must refer to documented information (process descriptions, procedures, instructions, etc.) in the tenderer's management system for quality, with reference to the document name/number and the requirements in ISO 9001:2015.

A description of environmental measures that have been implemented in the business.
