The contracting authority needs to procure a new medical signalling system for Austrått residential and activity centre, Lunde residential and activity centre, and EFF Lunde (also referred to as ‘Lunde 2’, situated at the same location as Lunde residential and activity centre). The contract shall also cover the purchase of supplementary equipment and additional equipment during the medical signalling system’s fatigue life, as well as a Service Level Agreement (SLA) for the system.

The contracting authority must be able to procure replacement equipment and supplementary equipment during the medical signalling system's fatigue life, as well as having a maintenance agreement for the system in the same period. An extension for 2 + 2 + 2 + 2 + 2 + 1 years is therefore planned.

The contract includes an option for implementation and purchase of equipment for Lunde residential and activity centre, and an option for implementation and purchase of equipment for EFF Lunde.

Egnethet til å utøve yrkesvirksomheten:
Requirement 1: Tax certificate.
Tenderers must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.
Documentation requirement 1: Tax Certificate.
Norwegian tenderers:
Tax and VAT certificate, not older than 6 months. The certificates can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers
A certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Tenderers must as a minimum achieve a rating of 'Credit worthy’, i.e. the tenderer must be in risk classification 5 or better on the Experian credit rating scale.

As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).
Tenderers are expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's economic situation.

Tenderers can attach a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment must be based on the last available accounting figures.

Requirement:
The tenderer must have experience from delivering medical signalling systems, including operation and maintenance thereof, to a public contracting authority on a contract of a similar scope as requested in this call for tenders.
Equivalent scope means a contract with a value of minimum NOK 3 000 000, excluding VAT or higher.
Documentation requirement:
Documentation requirement: tenderers must attach a list of the most important relevant assignments the last 3 (three) years. The description must include a statement of the assignment's content, value, date, and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. The references will only be contacted if required.

At the same time information was given that the procurement consists of an operational and maintenance contract that was meant to cover the patient signalling systems' fatigue life for the locations in the procurement. Experience shows that there is some variation in the fatigue life for such installations, depending on when technology changes and when equipment/parts go out of production. The calculation of the procurement's maximum value must, therefore, take into account both the estimated maintenance costs and supplementary costs that can arise in the patient signalling system's fatigue life. The contract's maximum scope is therefore estimated to be NOK 6 million excluding VAT.
