Procurement of Engineering Design Services for Water and Sewage, Gate 1 in Måløy

Kinn kommune

Kinn Municipality would like to enter into a contract for engineering design services, etc., for roads and water and sewage in Gate 1 in Måløy. The contracting authority is planning new sewage installations in Måløy in accordance with the municipal sector plan for sewage and the environment 2019-2029. The area has a large need to renew the water pipeline network and upgrade street infrastructure. Kinn Municipality will upgrade the roads, water and sewage system at the same time. Kinn Municipality would like to procure consultancy services for detailed engineering design services for roads, water and swage installations, the preparation of requirements specification and technical descriptions for holding contests for contracts. The contract will be split into one main contract for the delivery of all sewage pump stations, and one main contract for ground work, roads, and pipeline installations. In addition, the consultant will have the SØK function and be responsible for follow-up in the construction period.

The contest for the main contract will be held by the Procurement Department in Kinn Municipality. The chosen consultants must cooperate in order to create a good basis for the main contract and must contribute with the qualification and evaluation of tenders for this. Furthermore, the chosen tenderer must assist with the contract set-up for the main contract.

The procurement has already been announced twice. Case 20/8507 and 20/425. Those who have seen these will most likely be able to reuse large parts of the prepared material. Changes from the previous announcements are as follows:

— the qualification requirement for the threshold for participating as a tenderer has been lowered;

— the award criteria have been changed so that the quality of the tender in the form of the solution description and the offered personnel will be given greater weight;

— the requirements specification have been changed, incorporated answers to questions and feedback that was given in procurement 20/8507.

The contract signed after this procurement will be in accordance with NS8401.
