Procurement of employee surveys in the Norwegian Correctional Services

The contracting authority intends to enter into a framework agreement with a tenderer for employee surveys in the Norwegian Correctional Services, as described in the tender documentation and annexes.
The contract terms that will be applicable for the contract are the Directorate of Correctional Services' standard contract for service procurements and the accompanying annexes.
A contract will be signed for the scheduled employee survevy in mid April 2022. The contracting authority would like an option for carry out an employee survey every 2 to 3 years over a four year period.
In addition an option is wanted for the following services in the contract period; a follow-up survey in some units if required, minor comprehensie measurements in the intervening years if required, a presentation for management groups/units if required. As well as the remaining
The contract period is 1 year with an option for an extension for 1 year + 1 year + 1 year.

All invited tenderers will have their tenders evaluated. The tenderers with the five best tenders after the initial evaluation will be invited to a dialogue meeting with a presentation of the offered system. Following the negotiations and any revised tenders, the final evaluation of the five tenders will be made and the contract will be awarded. The evaluation will be based on the award criteria.
