The contracting authority will enter into a framework agreement with a supplier for delivery of course and teaching services within the ICT field. The procurement is implemented as an open tender contest according to the Public Procurements Act (PPA) and Public Procurement Regulations (PPR) part III>

Egnethet til å utøve yrkesvirksomheten:

QUALIFICATION REQUIREMENT: The tenderer must be registered in a company register or a trade register in the state where the tenderer is established.

DOCUMENTATION REQUIREMENT: *Norwegian tenderers: Company registration certificate. *Foreign tenderers: Confirmation that the tenderer is registered in a company register or trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

QUALIFICATION REQUIREMENT: The tenderer must have necessary economic and financial capacity to fulfil the contract. It is sufficient to fulfil the requirement if the tenderer has achieved credit rating ‘credit worthy’ or equivalent.

DOCUMENTATION REQUIREMENT Credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than three months.

Teknisk og faglig kapasitet:

QUALIFICATION REQUIREMENT: The tenderer must have experience from equivalent services to those named in annex B (Requirement Specification) point 2. DOCUMENTATION REQUIREMENT: The tenderer must enclose an overview of the tenderer's three most relevant service deliveries in the last three years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than three years ago can also be taken into consideration.

The list must include an indication of:

* Contracting authority/Client

* Date.

* A brief description of the delivery.

It is the tenderer's responsibility to document relevance through the documentation.

QUALIFICATION REQUIREMENT: The tenderer must have sufficient competence to execute the delivery. ‘Sufficient competence’ means the tenderer sets requirements to ensure that the course instructors have the necessary education, training and competence.

DOCUMENTATION REQUIREMENT: The tenderer must enclose a description of what education, training and competence requirements are set for the course instructors. The response must be a maximum of two A4 pages with ‘Arial’ font and font size 12. If the tenderer exceeds the maximum number of pages, the contracting authority will only evaluate the first two pages of the response.
