Procurement of Consultancy Services — Project ‘Renere Fjord’ (Cleaner Fjord)

Ålesund kommune (Ålesund Municipality) will carry out a project to clean Ålesund harbour, see www.renerefjord.no. There is a need to procure consultancy services in order to detail design the planned works in Ålesund harbour. The tenderer must be able to offer consultancy services in the areas included in the tender documentation, also to carry out metagenomic examinations and environmental tests on the seabed. A comprehensive description of the delivery is in Annex 1 — ‘Requirement specification’. The contracting authority also wants an option for engineering design with previous gasworks, see a further description in Annex 7 — description of option. The contracting authority estimates a total value of the assignment and option for NOK 13 million excluding VAT over the contract period of 4 years. The estimate is made according to the contracting authority's best judgement, and does not bind the contracting authority for withdrawals. The implementation of the project requires project funds from the Norwegian Environment Agency.

The tenderer must also deliver two electricity meters in 6 months, with the purpose of mapping variations in power conditions in the intervention area. A comprehensive description of the delivery is in Annex 1 — ‘Requirement specification’. The contracting authority estimates a total value of assignment ‘Renere fjord’ of NOK 10 million excluding VAT over the contract period of 4 years. The estimate is made according to the contracting authority's best judgement, and does not bind the contracting authority for withdrawals. The implementation of the project requires project funds from the Norwegian Environment Agency. Funds for the project will be award annually from the Norwegian Environment Agency after application, and financing requires that project funds are awarded for 2021 and until and including 2024.

The contracting authority also wants an option for equivalent engineering design with previous gasworks, see a more detailed description in Annex 7 - description of the option. The contracting authority estimates the option value to be about NOK 3 million.

The total estimated value of the procurement including all options is therefore estimated to be NOK 13 million.

Qualification requirement: tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirements: Norwegian companies: company registration certificate.

Foreign companies: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: The tenderer must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

1) Qualification requirement: the tenderer must have experience from comparable assignments.

Documentation requirement: description of the tenderer's up to 3 most relevant contracts over the course of the last 5 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider.

2) Qualification requirement: the tenderer must have a good and well-functioning quality system.

Documentation requirement: an account of the tenderer's quality assurance system as well as a copy of the table of contents. The description must be maximum two A4 pages.

If the tenderer is certified in accordance with ISO 9001 or equivalent certification schemes, this will be sufficient to satisfy the requirement.

2) The tenderer must have a good and well functioning quality system.
