Lørenskog kommune

The purpose of the procurement is to cover the contracting authority's need for assistance with periodical cleaning of the municipality's buildings. A list of our buildings is attached.
The framework agreement only applies to Lørenskog kommune Lørenskog Municipality]. Daily cleaning is not included in this contract, it is executed in-house. The scope of the procurement is estimated to be NOK 800 000 - NOK 1 million excluding VAT per year. The estimate entails no purchase obligation for the contracting authority. A contract will be signed with one tenderer.
The framework agreement includes, but is not limited to the following: spring cleaning, building clean-up, window cleaning.
Option: special cleaning as needed, for example such as infection control cleaning. Special cleaning will be invoiced separately after cleaning is ordered and performed in accordance with the contract price annex.
The contract duration is two years from signing of the contract, with an option to extend for one year + one year. The contract duration can be a total of four years if both of the option periods are triggered.

Requirement

Norwegian tenderers must have their tax, employer contribution and VAT payments in order.

Documentation Requirement

Self-declaration in the ESPD form

Tax certificate for tax and VAT, not older than six months. This only applies if the selected supplier is Norwegian.e chosen tenderer is Norwegian. Norwegian tenderers who are not subject to VAT must present confirmation from the tax authorities about this.

Tenderers must be certified by the Norwegian Labour Inspection Authority in accordance with the regulations dated 1 July 2015 no. 851: Regulation about public certification of cleaning businesses and about purchase of cleaning services.

Confirmation from the Norwegian Labour Inspection Authority’s certification register, including any

Sub-contractors.

The tenderer must be registered in a company register, professional register.

Norwegian companies: Company registration certificate

Foreign companies: Proof that the company is registered in a company register,

Professional register or a trade register in the state where the tenderer is established.

Requirement

The tenderer must have sufficient economic and financial capacity to be able to fulfil the contract.

Documentation Requirement

Self-declaration in the ESPD form

Credit rating based on the last known fiscal figures, not older than six months, and based on the last known fiscal figures. The rating must be carried out by an officially certified credit rating institution. A credit rating that concludes Credit Worthy will be sufficient for fulfilment.

The tenderer shall have a good ability to fulfil the contract.

Documentation Requirement

A description of the tenderer´s technical personnel and/or technical units the tenderer has at disposal for fulfilment of the contract. CVs should not be enclosed.

A good and well-functioning quality assurance system for the services that will be provided.

A statement of the company’s quality assurance system. If the tenderer is certified by a public certification body, it is sufficient that copies of issued certificates are enclosed. If the tenderer is not certified, the quality system must be documented, for e.g. By enclosing a quality manual that provides a description of the system for quality management and how it is implemented in the organisation.

Tenderers must be able to ensure that the environment is taken into consideration when carrying out the service.

The tenderer must provide a report for of the existing routines an account of existing routines documenting that the requirement is met. If these routines are described in the tenderer’s quality or

Environmental management system in accordance with ISO 14001, EMAS or other third party verified systems it is sufficient to present a copy of the certificate.
