The joint contract for cleaning services will cover the need of Oslo Municipality's entities for daily cleaning and periodic cleaning:
• daily cleaning means regular cleaning in accordance with NS-INSTA 800, latest edition, as well as work management;
• periodic cleaning means, for example, scouring, carpet cleaning, maintenance oiling and polish treatment on floors, thorough cleaning for moves/spring cleaning.
Daily cleaning must give employees and users of the municipality's premises a satisfactory inside climate and working environment. As a starting point, cleaning in Oslo Municipality must be carried out in accordance with NS-INSTA 800. Oslo Municipality's entities need different forms of cleaning. The need will vary from, for example, daily cleaning of offices, schools, nurseries, sanitary rooms, corridors, etc. Some entities have cleaning plans that describe the standard required.

Special cleaning such as external window cleaning is not included in the contract.
Some of Oslo Municipality's entities have special requirements for cleaning, such as requirements set for health and care institutions for infection protection, the infection control programme, and standards connected to the hygiene area, etc. Such needs do not come under the definition 'special cleaning' in the above section, and such needs are covered by the joint contract.

Cleaning services carried out by the municipality itself are not included in the scope of the joint contract. Carried out by the municipality itself here means actually carried out by the municipality, i.e., cleaning carried out by cleaners that are employed in one of Oslo Municipality's entities. Carried out by the municipality itself covers both situations where an employed cleaner carries out work for the entity he is employed by and situations where a contract is signed between two or more of Oslo Municipality's entities to the effect that the employed cleaners will carry out cleaning at another entity than where the cleaner is employed. For example, cleaners are employed in Omsorgsbygg (OBY). Attention is drawn to the fact that OBY will become part of the new property company Oslobygg KF, which at the time of this notice, is still being established.

The joint contract will be a parallel framework agreement, c.f. FOA [Public Procurement Regulations] Section 26-3.
Mini-competitions will be held between the joint contract tenderers when the contract value for the call-off exceeds NOK 150 000 excluding VAT. The contracting authority intends to enter into a joint contract with between 6-8 tenderers, provided that are a sufficient number of tenderers and tenders.

Qualification requirements:
Tenderers must be a legally established company.
Documentation requirements:
Norwegian companies: company registration certificate.
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Tenderers must be certified in the Norwegian Labour Inspection Authority's register of cleaning companies, c.f. the regulations on public approval of cleaning companies and on the procurement of cleaning services (FOR-2012-05-08-408), section 6.
Certification issued by the Norwegian Labour Inspection Authority.
The contracting authority reserves the right to search for tenderers in the cleaning register on its own initiative for confirmation that a tenderer is certified as a cleaning company by the Norwegian Labour Inspection Authority.

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
Documentation requirements:
The company's last annual financial statements including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings on its own initiative.

Qualification requirements:
Tenderers must have good experience from comparable assignments.
Comparable assignments means deliveries of cleaning services with a large number of delivery locations.
Documentation requirements:
A brief description of the primary deliveries in the last three years, including information on the contract value, date of delivery, number of delivery points, and the name of the customer/recipient and a description of the assignment content. Annex 3 Reference list must be used.

Tenderers must have sufficient administrative and operative capacity to complete the contract.
A description of the tenderer's average annual workforce and the number of employees in management during the last three years.
Environmental management measures be established which ensure that the tenderer is suitable to fulfil the contractual obligations for environmental regulations (see contract point 15). This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.

A description of the tenderer's environmental management measures. If the tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof shall be presented as documentation. The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme), or other acknowledged environmental management systems stated in the decree (EF) No 1221/2009 article 45, such as the Environmental Lighthouse Scheme, or other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001.
