The procurement concerns the establishment and hire of office barracks on the site connected to Oslo Municipality's towing facility at Stubberud.

The measure comprises the establishment of a temporary administration building with personnel facilities (toilet, cloakroom, offices, and dining room). The measure includes electricity connection, lighting, water and sewage, (the list is not exhaustive).

A contract has been signed with the Agency for Property and Urban Renewal (EBY) in Oslo Municipality for the hire of approx. 13 decares for the establishment of a new towing facility in Verkseier Furulunds vei in Stubberud, Oslo. The area covers cadastral no. 116, title nos. 101, 103, 115 and 116.

The area is located on an old landfill site. EBY has carried out ground surveys for the whole area. In addition BYM has carried out ground surveys for the area that will be used for the towing facility.

The contracting authority has been given a framework permit to construct a temporary building for the renovation of the towing facility in Stubberud. The contracting authority will therefore procure a hire contract for barrack modules for assembly on the site until a permanent solution is approved.

The contract is for the establishment and hire of barracks at BYM's facility in Stubberud for five years, with an option to hire for a further five years. The procurement includes the establishment and disassembly of the temporary administration building with personnel facilities. The measure includes electricity connection, lighting, water and sewage. Fixtures and office furniture will be procured separately.

Beskrivelse av fornyelser:

The tenant has the right to extend the hire period for a period of 5 years on the same terms as those in this hire contract.

Requirement: Tenderers must be a legally established company.

Documentation requirement: Company registration certificate.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have the financial capacity to carry out the assignment/contract.

Documentation requirement: Credit evaluation/rating equivalent to 'A' in the AAA-rating system, not older than 1 year, and which is based on the last known fiscal figures.

Teknisk og faglig kapasitet:

Requirement: Experience is required from similar assignments of the same scope and

complexity.

Documentation requirement: An overview of the tenderer's similar assignments that have been carried out in

the last 5 years. The overview must include the contracting authority, the nature of the work,

scope and value, as well as the time and place of the work.

Requirement: Tenderers must have a satisfactory quality assurance system that is appropriate for the contract work.

Documentation requirement: An account of the tenderer's quality assurance system/management system.

If a tenderer is certified, it is sufficient to attach a copy of a certificate issued by independent bodies, which confirms compliance with certain quality assurance standards,

for example ISO 9001:2008, or equivalent.

Vilkår for kontraktoppfyllelse:

The contractual relationship will be governed by the attached contract with associated standard contract terms for Oslo Municipality, see annex 2.

Separate contracts will be signed for the establishment of the facility in accordance with NS 8407, and for the hire of the modules after the attached hire contract has been established.

The contracting authority draws attention to the establishment contract's point on Oslo Municipality's

'seriousness provisions'.
