Sortland kommune - helse og omsorg (Sortland Municipality Health and Care), hereafter called the Contracting Authority invites tenderers to participate in an open tender contest for a framework agreement with a service provider for the procurement of future-oriented and modern welfare technological patient signalling system and sensors to the contracting authority's health and welfare services and institutions.
The contracting authority wants to enter into a contract with one tenderer.
The contract duration is 4 years from 1 January 2021. The contracting authority will have an option to extend the contract on verbatim terms for 1 year + 1 year. Option to extend automatically for 1 year if the service provider does not receive written termination. The contract can have a maximum duration of 6 years.

There is a desire to acquire a holistic system with function solution for digital patient signalling and associated sensor technology. The solution must have the possibility of positioning residents within and outside of the building. All equipment that will be used by residents must be simple and intuitive, and must have a robustness suited to the residents’ anticipated use. To the greatest degree possible it is desirable to limit the number of types of body-worn technology residents must carry with them. For the resident, the solution must be experienced as safe, and stimulate self-mastery. Solutions must have the possibility of electronic door locks to resident rooms, and other rooms in the department, and the solution must have access control. A patient must be able to directly or indirectly report a need for assistance for practical assistance in their patient room or in an emergency situation independently if the patient is in the bathroom, in the institution activity room or has fallen in the kitchen, or another location or outdoors.

We request a system with a solution for communication with audio and picture, a solution that can be adapted to the individual department and resident need, and that together with other aids and services will contribute to manage:
— falls;
— cognitive failure;
— localisation and tracing;
— social contact;
— communication.
Digital patient signalling system together with sensor technology will be a future-oriented patient signalling system, and must be able to integrate with the contracting authority's EPR system which is currently Dips CosDoc and the possibility of integration to other solutions through the use of APIs which follow recommended international standards.
