Procurement of a Framework Agreement for the Service and Maintenance of Lifts, as well as Modernisation and Replacements

The contracting authority would like to enter into a framework agreement for the service and maintenance of lifts, as well as modernisation and replacements. The framework agreement includes approx. 80 lifts. The service and maintenance will include, amongst other things:
• follow-up of lift inspection reports;
• reporting, advice and other customer follow-up;
• inspection checks;
• repairs;
• the contracting authority can use the contract to replace lifts and for major modernisations, but there is no obligation.

Egnethet til å utøve yrkesvirksomheten:
4.4.1 Requirement related to the tenderer's tax and VAT payments.
Requirement
The tenderer's tax and VAT payments must be in order.
Documentation *
• Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration;
• Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers must require an equivalent tax certificate from all sub-suppliers when contracts are signed for an assignment with a value exceeding NOK 500 000 excluding VAT.
* Alternatively, tenderers registered in StartBANK can provide their StartBANK ID or send in a copy of their StartBANK certificate of registration if the documentation requested is available in StartBANK.
4.4.2 Requirements related to the tenderer’s registrations, authorisations, etc.
Tenderers must be a legally established company.
• Norwegian companies: Company registration certificate;
• Foreign tenderers: verification that the company is registered in a trade register or company register as prescribed by the law of the country where the tenderer is established.
4.4.3 Requirements relating to the tenderer's economic and financial capacity requirement
Tenderers must have sufficient economic capacity to implement the framework agreement.

• the contracting authority will obtain a credit rating based on the last known fiscal figures.
The contracting authority reserves the right to obtain other documentation from the tenderer if this is necessary to evaluate the requirement.

If a tenderer has valid reasons (e.g., newly founded company) for not being able to provide the documentation requested by the contracting authority, the tenderer can document their economic and financial capacity with any other document that the contracting authority deems suitable. The contracting authority will make an overall assessment of the tenderer's economic and financial standing, seen in relation to the contract's subject and scope.

Requirement related to the tenderer’s capacity.
Requirement: tenderers must have good capacity and good implementation ability to deliver in accordance with the framework agreement.
Documentation requirement: tenderers must substantiate what zones they would like to submit a tender for, and must substantiate their capacity and implementation ability for the zone/s.
• an account of the available workforce (administrative management and other employees) that the tenderer has at his disposal for fulfilment of the contract;
• an overview of the technical personnel or technical units that the tenderer has at his disposition to fulfil the framework agreement, especially those responsible for the quality control;
• information on relevant education and professional qualifications at the tenderer and the company's administrative management, and particularly for the person/s responsible for providing the services (e.g., competence matrix showing the number of persons with relevant education and professional qualifications). Including authorisation, certificates of apprenticeship/craft certificate/masters certificate in relevant professions.

Requirement to the tenderer’s experience.
Requirement: tenderers must have experience from similar assignments.
The assessment will, amongst other things, but not exhaustively, emphasise experience from:
• tenderers' experience from a framework agreement for service and maintenance;
• tenderers' completed deliveries of new lifts;
• tenderers' experience from modernising old lifts.
Documentation: An overview of the tenderer's most important, relevant contracts in the last 5 years. A maximum of five reference projects are to be provided. The overview must state:
— a brief description of the contract with a description of the delivery;
— value of the contract;
— contract type;
— time and place of the contract;
— attestation from the contracting authority showing satisfactory execution for the primary work in the contract;
— contact person (reference) at the recipient of the assignment/delivery, with an email address and telephone number;
— services to public contracting authorities must be documented by certificates issued or confirmed by the authority in question. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

4.4.5 Requirements connected to the tenderer's quality system
Requirement: Tenderers must have a quality system that fulfils the quality assurance standard ISO9001:2008 or equivalent.
Documentation:
• Tenderers must enclose a certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008.
• Instead of certificates, other equivalent documentation on quality assurance measures will be accepted. We request information regarding the name of the system and to have a detailed table of contents as well as an explanation of how the system is used in practice.

Requirement related to the tenderer’s environmental management system:
Requirement: Tenderers must have a satisfactory environmental management system suited to the content of the contract.
— Tenderers must document their environmental performance/procedures within the themes of purchasing, energy, waste, transport and emissions. Tenderers shall present a description of the tenderer’s environmental management measures.
The description shall include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services. The procedures and the check-lists shall show how the tenderer meets the requirements for outer environment in accordance with the internal control regulation and pollution control act. Tenderers must document that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

The tenderer is certified for ISO 14001 or equivalent. The certificate must be presented.
• Alternative 2:
If a tenderer is Eco-lighthouse certified or equivalent, it is sufficient to present the certificate.
