There can also be a need to make impact assessment reviews, development plans, and be the responsible applicant for building applications. The need discussed here is connected to activities that are part of the municipality's investment process that is before B2 (investment decision). Furthermore, the contract will include engineering design and consultancy services in the phase after B2 with either detailed design or function descriptions before public announcement of general contracts and turnkey contracts. The contract may also include follow-up in the construction phase regardless of the contract form.

The contracting authority intends to enter into a framework agreement with four to six businesses that have broad competence in landscape and technical disciplines. The projects and assignments are of varying size and complexity and there there is a need for various competence in the projects. Examples of assignments and types of competence that may be relevant in the contract period can be found in more detail in the assignment description, Appendix 1. The tenderer must be able to offer personnel with competence from all disciplines necessary to supply complete engineering design and consultancy services for sports facilities, urban spaces, park and recreational area projects, either through their own company or through the use of sub-contractors. Areas of expertise in which personnel with competence must be offered and which the contracting authority considers will be needed most during the contract period are also stated in the assignment description, Appendix 1.
