NAV has prepared guidelines in its strategies for the use of cloud services and platform services. Based on this, NAV will now procure a framework agreement that will cover the need for a cloud platform.
NAV has made major investments in alterations to platforms and increased competence and will, therefore, continue its established portfolios in Microsoft and Google. Tenderers must therefore be able to offer cloud platform services from these manufacturers.
NAV needs a tenderer that has partner status as a Microsoft LSP (Licensing Solution Provider) and as a Google Cloud Partner. Attention is drawn to the fact that NAV has requirements regarding this in Annex 1 of the tender documentation.
The contracting authority also needs cloud platform services from other leading manufacturers.

The framework agreement will include the procurement of cloud platform services (PaaS/IaaS). SaaS will normally be procured through other contracts, but in some cases there can be a need to procure individual associated SaaS systems connected to the cloud platform systems through this contract via the manufacturers' portals.

The contracting authority needs a supplier that can cover the need for:

— access to products and services that support the contracting authority's cloud strategy and future needs,

— competitive terms,

— well-established and prioritised channels into the leading manufacturers of cloud platform services,

— good and efficient routines and system support/self-service in relation to orders, deliveries, and invoicing,

— good competence and experience with cloud platform services from the leading manufacturers, including security and personal protection,

— consultancy and assistance for the contracting authority's use of relevant cloud platform services.

The framework agreement is estimated to have a value of between NOK 250 000 000 to NOK 300 000 000 including VAT. Emphasis is put on the fact that this estimate is very uncertain. This is due, amongst other things, to uncertainty connected to the transition to cloud platform services in NAV due to priorities.

The current contracts include consumption from Microsoft Azure and Google:

— GCP consumption in 2020 approx. NOK 1 300 000 including VAT,

— Azure consumption in 2020, EA contract approx. NOK 1 600 000 including VAT,

— Azure consumption 2020, CSP contract approx. NOK 1 000 000, including VAT.

Requirement:

Tenderers are required to be a legally established company.

Documentation requirement:

Foreign Tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established. For Norwegian tenderers, a company registration certificate from the Brønnøysund Register Centre will be collected through the eBevis service.

Tenderers are required to have sufficient financial solidity to fulfil the contract.

Documentation requirement:

The contracting authority will obtain credit ratings carried out by Experian; see www.Experian.no If a tenderer believes that the credit rating will not provide an accurate picture, supplementary information is to be attached to the request for qualification.

Norwegian tenderers must have their tax and VAT payments in order.

Norwegian tenderers: A tax and VAT certificate from the tax authorities, not older than 6 months, calculated from the deadline for requests to participate in the tender contest.

Teknisk og faglig kapasitet:

Requirement:

Good implementation abilities are required.

Documentation requirement:

— a description of relevant units that the tenderer has,

— a brief overview of the general relevant competence at the tenderer. The personnel proposed for the assignment must not be specified, and CVs must not be submitted,

— an overview of the number of employees in management in the last 3 years,

— overview of the tenderer's average annual workforce in the last 3 years.

Very good experience is required from similar assignments.

— a description of the tenderer's 3 most relevant deliveries in the last 3 years, including a description of the assignment, value/scope, dates and recipients (reference customer). Responses are to be given in annex 2 of the qualification documentation. Name and contact details of the contact person who can confirm this information must be provided on request.

Requirement: A good, well-functioning quality assurance system is required.

Documentation requirement: An account of the company’s quality assurance system/management system and any certificates issued by independent bodies.

The selection of tenderers will be based on the degree of fulfilment of the qualification requirements for very good experience and good implementation ability, as stated in the Mercell portal.

The assessment will be based on the following weighting:

— very good experience is required from similar deliveries 70 %,

— good execution capabilities are required 30 %.
