Oslo kommune v/ Oslobygg KF [Oslo Municipality, c/o the Municipal Undertaking for Social Housing], hereafter called the contracting authority, invites tenderers to participate in an open tender contest in connection procurement of a framework agreement for calculation services building economics.
The purpose of the contract is to contribute with competence and extra capacity in order to develop calculations and estimates for the investment projects as needed.
The investment regime in Oslo Municipality assumes that calculations will be prepared and uncertainty analyses executed as part of concept selection studies, and when the preliminary project is completed. In addition, the Municipal Undertaking for Social Housing wants to implement multiple midterm calculations in the preliminary project phase in order to verify the cost level under way.

The framework agreement has a two year duration with an option for the contracting authority to extend the contract for a further one year + one year on verbatim terms.

Qualification requirement: Tenderers must be a legally established company
Documentation Requirement: Norwegian companies: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Qualification requirement: The tenderer must have sufficient economic capacity to carry out the assignment.
Documentation requirement: The contracting authority will obtain a credit rating based on the last known fiscal figures.
The contracting authority reserves the right to obtain the Annual Financial Statements or other documentation if this is necessary to evaluate the requirement.
The tenderer must present all documentation they find relevant for the assessment of their financial capacity.
Teknisk og faglig kapasitet:
Qualification requirement: Tenderers must have experience from equivalent assignments.
Equivalent in this context means experience with calculation services of purpose-built buildings or building of equivalent complexity.
Documentation requirement: An overview of the primary deliveries during the last five years with comparable value to this contract.
A maximum of five reference projects shall be provided. Descriptions of projects are given by completing Annex 7 ‘Template for assignment overview supplier’.
The contracting authority reserves the right to check the listed references.
Qualification requirement: The tenderer must have a quality assurance system suited to the content of the contract.
Documentation requirement: The tenderer must present a description of the tenderer’s quality assurance measures. Tenderers must attach procedures and check-lists for the services offered in the contract, which show satisfactory quality assurance of the deliveries/services.
