The new system will give better availability, simplify advance voting, and ensure an efficient use of resources for the sub-parishes. An online voting system will also simplify communication with the church's members on advance voting. It is important that the procured system has a high level of information security.

The Church of Norway invites tenderers to participate in a contest to be the supplier of a digital advance voting system for the Church of Norway, including integration with an existing election administrative module (e.g., electoral register and voting results).

The procurement will be carried out as a two-stage process. This means that a pre-qualification/selection will be carried out first. Then the selected tenderers from the pre-qualification will be invited to submit a tender. This is the first stage. The contract period will be from 2021 (the date the contract is signed) until the end of 2023, with an option to extend the duration to cover the church election in 2027.
