The purpose of the procurement is to cover the need for consultancy services for municipal engineering.
The aim of entering into framework agreements for consultancy services is to ensure sufficient capacity and good
competence at all times. The contracting authority intends to enter into eight parallel framework agreements per
trade category, provided that a sufficient number of tenderers are qualified.
The framework agreements will mainly include consultancy services for the following fields:

The contracting authority has therefore set an upper limit for this contract in order to ensure continuity in the deliveries and increase predictability for the contracting authority and the chosen tenderer. The upper limit for this framework agreement is set at NOK 90 million excluding VAT, (including options). The contracting authority reserves the right to hold a new contest if this framework agreement exceeds NOK 80 million before the contract period expires. Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Økonomisk og finansiell stilling:
For Norwegian tenderers:
Tenderers must give consent in their tender to Tendsign obtaining and the contracting authority getting
information on the above-mentioned via Tendsign. After tenderers have submitted tenders in TendSign,
tenderers will receive a request from Altinn on consent to share tax information. The consent is valid
on an organisation level and will be valid for 3 (three) months.
If tenderers do not give their consent, the tenderer must attach a certificate for tax and
and VAT. The tax certificate must not be older than six months from the tender deadline.
Any arrears or other irregularities must be justified. (Tenderers can obtain
the electronic tax and VAT certificate themselves and immediately receive it by email.)
Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent
documentation issued by the authorities in the country where the Tenderer is established. The certificate shall preferably
be translated to Norwegian, but it will also be accepted in Swedish, Danish and English.
Credit Rating
Requirement:
The financial capacity to carry out the agreement is required. Tenderers are required as a minimum to be
credit worthy, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to
fulfil the contract based on the contracting authority's discretion in accordance with the attached documentation from
the tenderer.
Newly established companies must have the financial capacity to implement the agreement.
Documentation requirement:
The contracting authority will carry out their own assessment of the tenderer's finances through the business and
account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service
CreditPro.
The contracting authority will not accept credit ratings from business and account information systems other than
Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
Tenderers can attach other necessary information in the tender offer if the tenderer believes that
Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies that have not built up a basis for a credit rating
must attach a declaration from a bank or similar financing institution regarding the company's
financial and economic position.
This also applies to foreign tenderers.
Teknisk og faglig kapasitet:
Tenderers must have broad competence and experience within the relevant discipline category. The tenderer
or the tenderer's employees are required to have experience from at least 2 (two) equivalent assignments in the last 10 (ten)
years. Equivalent assignments mean consultancy assignments of varying complexity and value
within the offered discipline category.
Tenderers must be able to fulfil the development class requirements for the discipline category in question. The following is required:
at least 1 of the offered resources (cf. point 6.3.3) must fulfil the following development class requirements, including
the ability to carry out measures as the 'engineering designer' or 'applicant' for the level described in the table in point 2.2.4.1 in the tender documentation, Experience.
