The aim of the procurement is to cover the contracting authority's need for new trucks and necessary accessories for them. The framework agreement includes both diesel and electric trucks. In addition, the framework agreement includes annual inspections/control, as well as maintenance of both existing trucks and newly procured trucks.
The truck classes that are included in the contract are mainly classes T1, T2, T3, T4 and T8.
The procurement's economic value is estimated to be NOK 150 000 000-200 000 000, including options.
A framework agreement will be signed with one tenderer for the assignment.

Time: option for a 1 year extension up to 2 times (total 2 years).
Scope:
1) Procurement of a pull tractor if the tenderer has this in their assortment;
2) Possibility for short term and long term hire of trucks (maximum 12 months).

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: tenderers must be registered in a company register or trade register in the country where the tenderer is established.
Documentation requirements:
Norwegian tenderers: company registration certificate.
Foreign companies: confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have sufficient economic and financial capacity to carry out the agreement, including a satisfactory operating profit margin, liquidity and equity ratios. Tenderers must have an annual turnover of minimum NOK 180 million.

Minste nivå(er) av standarder:
Documentation requirement 1: the tenderer's annual accounts, (including notes with the board's and auditor's reports) from the last 2 years. If the annual accounts for last year have not been completed by the deadline for requesting pre-qualification in this competition, the provisional annual accounts for last year must also be attached.

Documentation requirement 2: credit rating from a certified credit rating agency, based on the last fiscal figures. The rating must not be older than 3 months.
Both the documentation requirements are obligatory.

Qualification requirement 1: Tenderers must have good experience from similar deliveries.
Qualification requirement 2: Tenderers must have sufficient capacity to carry out the delivery.
Qualification requirement 3: Tenderers must have sufficient competence to carry out the delivery.
Qualification requirement 4: Tenderers must have a good and well-functioning quality assurance system.
Qualification requirement 5: Tenderers must have a good environmental management system.
Minste nivå(er) av standarder:
Documentation requirement 1: an overview of the tenderer's 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include an indication of; the assignment's value, date, recipient (name, telephone number and e-mail address) and a general description of the contract. It is the tenderer's responsibility to document relevance through the description.

Documentation requirement 2: a description must be given of the technical personnel and technical entities at the tenderer's disposal to fulfil the contract.
Documentation requirement 3: a description of the education and professional qualifications of the personnel that the tenderer has at his disposal for fulfilment of the contract. CVs are not requested here.
Documentation requirement 4: a description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
