Procurement and maintenance of fire protection systems for the Norwegian Defence's vehicles and carriages - qualification documentation

The Norwegian Armed Forces c/o the Norwegian Defence Logistics Organisation.

The aim of the framework agreement is to cover the contracting authority's need for the procurement of gas and powder apparatuses for the Norwegian Defence's vehicles and carriages. The contract must include maintenance and service of the fire extinguishing apparatuses.
The procurement's economic value is estimated to be a total of NOK 45,000,000 - 50,000,000, including options.
Part of the contract will involve filling FE-36 gas (C3F6H2 Hexafluoropropane). The intention is that filling this gas will be taken over by the contracting authority during the contract period. Attention is therefore drawn to the fact that the scope and value can change during the contract period.

Beskrivelse av opsjoner:

The contracting authority will have an option to extend the framework agreement one or more times for a further three (3) years, one year at a time. The maximum duration, including options, will be 7 years.

Egnethet til å utøve yrkesvirksomheten:

REQUIREMENT 1: Tenderers must meet the requirements of Norwegian legislation on health, safety and environment (HSE). DOCUMENTATION REQUIREMENT 1: Filled in and signed HSE self-declaration in accordance with FOSA appendix 2. Use any attached template, see Annex 4 HSE self-declaration.

Requirement 2: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. DOCUMENTATION REQUIREMENT 2: Norwegian tenderers: Company registration certificate. Foreign companies: Confirmation that the tenderer is registered in a company register, professional register or trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement 1: Tenderers must have sufficient economic and financial capacity to fulfil the contract, including satisfactory operating profit margin, degree of liquidity and equity. Tenderers must have an annual turnover of minimum NOK 10 million.

Documentation requirement 1: The tenderer's annual accounts, (including notes with the board's and auditor's reports) from the last 2 years. If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the preliminary Annual Financial Statements for the previous year must also be enclosed.

Requirement 2: Tenderers must have their tax and VAT payments in order.

Documentation requirement 2: Tenderers must have their tax and VAT payments in order. Tax Certificates not older than six months from the application deadline. Tax certificate is defined as: For Norwegian tenderers: Certificate issued by the tax collector or Norwegian Tax Administration for VAT, tax, and payroll tax. Foreign tenderers: Foreign tenderers must present equivalent certificates from their country of origin, which substantiate that their tax and duty payments are in order. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Teknisk og faglig kapasitet:

Requirement 1: Tenderers must have good experience from similar deliveries.

Documentation requirement 1: Tenderers must have good experience from similar deliveries. Overview of the tenderer's three most relevant assignments in the last three years. The overview must include a statement of: The assignment value, Recipient (name, telephone and email), A brief description of the delivery. It is the tenderer’s responsibility to document relevance through the description.

Requirement 2: Tenderers must have sufficient capacity and competence to fulfil the contract

Sufficient capacity here means that tenderers must have a sufficient number of available competent resources, as well as sufficient equipment/material to carry out the assignments under this framework agreement. Documentation requirement 2: A description of the education and professional qualifications of the personnel that the tenderer has at his disposal for fulfilment of the contract. CVs are not requested here. - What equipment/material the tenderer can use for fulfilment of the framework agreement.

Requirement 3: Tenderers must comply with NS3910 or equivalent in their work.

Documentation requirement 3: A copy of a valid competence certificate, or proof that the tenderer is on the list of 'component entities' at the Council for the Maintenance of Fire Extinguishing Material'.

Requirement 4: Tenderers must have a good and well-functioning quality assurance system.

Documentation requirement 4: Description of the tenderer´s quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Requirement 5: Tenderers must have a good environment management system.

Documentation requirement 5: A description of environmental management measures that have been implemented in the company. If a tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
