An independent administrator will be procured, who, on behalf of the contracting authorities, will carry out:

The aim of the procurement is to ensure good management for the Contracting Authorities of the energy portfolio and the supply of energy at reasonable and stable prices. In addition, procurements, invoicing and consumption are to be provided as rationally and cost effective as possible.

The tenderer will, as a clearing customer at Nord Pool, undertake all physical trade (applies for both Sandnes and Stavanger Municipalities) and financial trade (only applies for Stavanger Municipality) with energy in their own name and at their own risk, and will, thereby, have complete supervision of and liability for the portfolio.

The municipalities must have their own portfolios in the tenderer's system, so that physical trade and financial trade for the municipalities are kept separate from energy sales and management from other customers and any self-trade.
The following applies for Sandnes Municipality:
Sandnes Municipality needs an energy administrator and price model that makes it possible to trade electricity only at spot price. Financial trade is not included in the service requirements for Sandnes Municipality in this procurement.
Sandnes Municipality has previously had active portfolio management for optimising financial trade based on market movements, and currently has a security degree and security price for 2021 of 9% - NOK 447.8 / MWh, 22% - NOK 300.4 / MWh for 2022, and 22% - NOK 306.3 / MWh for 2023. Sandnes Municipality will not enter into further financial positions in the coming new framework agreement. The future energy administrator will take over these price security contracts. See the tender documentation, point 9.2, for further details on this.

The following applies for Stavanger Municipality:
Stavanger Municipality would like to enter into a new portfolio contract where the energy administrator will have the leeway to follow the price development in the energy market.
The basis when preparing a tender is, amongst other things, that the goal shall be that the standing energy price shall be lower than the reference price (area price in NO2).
Emphasis is put on the fact that Stavanger Municipality currently has active financial positions in the market with a security degree and security price for 2021 of 54% - NOK 286.1 / MWh, 30% - NOK 278.4 / MWh for 2022, and 22% - NOK 302.0 / MWh for 2023. The future energy administrator will take over these price security contracts.

The chosen tenderer will receive a success fee of up to 20% of the excess value that the administrator achieves through the energy management. The excess value will be calculated annually based on the difference between the actual achieved price and the reference price (area price in NO2).

5). Tenderers must have the necessary capacity and competence to meet the needs associated with implementation of the assignment. Documentation: Tenderers must, upon request, be able to present the company's organisation plan and the company's total staff in the last 3 years, as well as an overview of the number of portfolio administrators that will staff this assignment, and CVs for key persons (portfolio administrators) who will carry out the assignment.

6). Requirement: Tenderers must have an environmental management system which guarantees that the tenderer is able to comply with environmental requirements given in the tender documents and the contractual obligations. Documentation: Tenderers must, upon request, present a brief statement, maximum one (1) A4 page. The statement must describe the tenderer's declared environmental goals, status on the environmental work in their company, and planned measures with relevance to this contract. As an alternative, this requirement can be substantiated by filling in the documentation requirement stated in field D in the tender documentation and 'certificates issued by independent bodies for environmental management standards'.

7). Requirement: Tenderers must have a well-functioning quality management system for the services that will be provided. Documentation requirement: An account of the tenderer's quality assurance system/management system, or a description of the company's routines for quality assurance and continual analysis and improvement, possibly a copy of a system certificate issued by an accredited certification organ, or equivalent documentation (e.g. ISO 9001).

8). Requirement: Is the tenderer in a position to submit certificates issued by independent bodies as documentation that the tenderer meets the specified environmental management systems or standards? See the requirement in field C 'environmental management measures'. Certificates for relevant environmental certification such as ISO 14001 or EMAS, the Eco-Lighthouse scheme, or other documentation must be presented upon request. Alternatively, the environmental management measures requirement can be fulfilled through the documentation requirement given in field C 'environmental management measures'.
