Parallel framework agreements will be signed for construction projects over a 6-year period with 2 tenderers. Vann- og avløpsetaten (VAV) has many minor assignments throughout the year for the establishment of water and sewage installations by conventional excavation and bulging, including the re-establishment of roads and green areas, the establishment/renovation/alteration of single manholes and large manholes cast on site, such as measuring and reducing manholes. The framework agreements will enable efficient contract signings for such assignments. VAV will carry out the engineering design services and prepare drawings, Safety, health and work environment documentation (Norwegian: SHA), the Environmental Monitoring Plan (Norwegian: MOP) (where required), and a description of each individual assignment based on the attached description of quantity.

VAV has previously had a framework agreement with a contractor for excavation and light layer jobs, and the new contracts will replace the previous contract.
VAV will carry out the engineering design services and prepare drawings, Safety, health and work environment documentation (Norwegian: SHA), the Environmental Monitoring Plan (Norwegian: MOP) (where required), and a description of each individual assignment based on the attached description of quantity. It must be possible to use the contracts for call-offs with description amounts.

… projects that we will mainly engineer ourselves, projects that are brought forward when the time for implementation is correct, when other projects stop or urgent projects. In addition there will be minor assignments for improvements to the water and sewage network.
… assignments up to NOK 15 000 000 excluding VAT per call-off. The framework agreements' total value is, however, NOK 150 000 000 excluding VAT.
VAV reserves the right to:
• hold separate contests for water and sewage installations for conventional excavation and bulging including the re-establishment of roads and green areas, establishment/renovation/alteration of single manholes, and large manholes cast on site, such as measuring and reducing manholes in the framework agreement period.

— experience is required from work of an equivalent nature, content, scope, and degree of difficulty.
Equivalent nature, content, scope, and degree of difficulty means: The establishment of water and sewage installations by conventional excavation and bulging, including the re-establishment of roads and green areas, establishment/renovation/alteration of single manholes, and large manholes cast on site, such as measuring and reducing manholes.

Documentation requirement:
— an overview of relevant work carried out in the last 3 years. The overview must state the time and location of the work, nature of the work, scope, and degree of difficulty, as well as the name of the contracting authority.
VAV reserves the right to contact the contracting authorities provided by the tenderer.
— tenderers must have good competence and good capacity.
Good capacity means, amongst other things, that the tenderer can carry out minimum 2 assignments under the framework agreement at the same time.
— the project manager(s) must have minimum 3 years relevant experience as a project manager on water and sewage projects,
— the site managers must have minimum 5 years’ experience as a site manager for water and sewage projects.
The site manager must be minimum 60 % physically present at the construction site.
— information/CVs on the education and professional practice/professional qualifications for the persons who will be responsible for the daily operation of the site and for the persons who will carry out the work in the contract (including 2 site managers, (foreman) and project manager(s).).

VAV reserves the right to contact the references for the 2 offered site managers.
— a description of the project organisation, including technical personnel or technical units, particularly those who are responsible for quality control, that the tenderer has at its disposal for fulfilment of the contract,
— a statement of the tenderer's average annual workforce and the number of employees in the administration in the last 3 years.
— tenderers must have a suitable quality assurance system.
— description of quality assurance measures.
Alternatively:
— a certificate for the company's quality system/management system issued by independent bodies, confirming that the tenderer fulfils specific quality assurance standards, for example ISO 9001 or equivalent.
