Trondheim Municipality, hereafter called the contracting authority, invites tenderers to an open tender contest for a framework agreement for printed matter and related products for the municipality's entities.
Trondheim Municipality has had a framework agreement with an external supplier since 2017 for the delivery of printed matter and related products for printing.
The contracting authority expects to procure services covered in this tender for a total of approx. NOK 2 000 000 — 2 500 000 a year excluding VAT. The contracting authority has based the specification of products and the estimation of the scope on procurements of printed matter from an external supplier in 2019 and 2020.

The contracting authority expects that the need for printed matter in the contract period will probably decrease. Digital communication systems have largely taken over some of the traditional printed matter, but there is still a need for these products in the coming years.

The expected concrete products and the number of copies a year are described in Annex 2 Price Sheet. The contract includes, amongst other things, print production, printing brochures, reports, annual reports, course and training material, placards, folders, forms, roll-ups, business cards, etc.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Tenderers must have sufficient economic and financial capacity to fulfil the assignment.
Minste nivå(er) av standarder: Tenderers must be credit worthy, minimum rating of A.
Teknisk og faglig kapasitet:
Tenderers must have experience from equivalent assignments.
Tenderers must employ environmental management measures when implementing the contract.
Minste nivå(er) av standarder:
Tenderers must have carried out equivalent deliveries to large public contracting authorities in the last 3 years.
Tenderers must, as a minimum, apply environmental management measures, c.f. the self-declaration for environmental management measures attached to the tender documentation.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contracting authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract. Wage and working conditions are in this context defined as provisions on minimum working hours, wages, including overtime supplements, shift and rota supplements and inconvenience supplements and coverage of expenses for journeys, food and lodgings, to the degree that such provisions are in the tariff agreement.
