The aim of the procurement is to enter into a framework agreement with one supplier who will safeguard the need for signage, foiling and zone marking in NAV’s premises, hereunder among others. NAV's locations, including, amongst others, NAV offices and NAV Assistive Aid Centres. The products and services are on demand and assignments will be carried out on request. It is expected that production and execution are carried out in a professional, uniform and quality way.
The value of the contract over the maximum 4 years is anticipated to be approx. NOK 4 000 000 excluding VAT.
The anticipated contract commencement is 31 October 2021.

NAV will enter into a framework agreement with a supplier who can take care of a comprehensive solution for signage, foiling and zone marking in NAV’s premises. This means from when an order is sent for signs, foiling and zone marking until it is mounted/set-up and defective equipment is cast-off.

The exception will be when the property owners own contracts must be used.
NAV currently has approx. 500 premises nationwide. In 372 of these, we are co-located with municipalities/districts.
The procurement includes, among other things:
— production of all external and internal signs, foiling and zone marking that restrict access to our premises, meeting rooms and treatment rooms;
— mounting and removal of signs, foiling and zone marking, including tradesman services connected to mounting and removal of different foundations;
— maintenance and repair of signage, foiling and zone marking;
— logistics connected to production, dispatch/freight, set-up, storage and disposal of defective signs, zone marking and foils;
— new development of signs, foiling and zone marking, including consultancy services, design/development of prototypes for this in cooperation with the contracting authority.
It is expected that offered goods and services are of the correct quality in relation to the stated requirement and that signs, foiling and zone marking are set up according to the statutory laws and regulations. NAV currently uses internal and external sign types with and without electricity, and the procurement includes this.

There will be a need for signage, foiling and zone marking for the visually impaired when establishing new office premises and moving within the existing locations. There are currently no major plans for reorganisation/moving, but over a four year period we must anticipate that it may occur. Therefore emphasis will be placed on the supplier having the capacity to serve NAV if a major change of signage, foiling and zone marking should be relevant.

The contract duration will be 2 years from signing. The contracting authority has the option to extend the contract for a further 1 + 1 year.
The tender documentation consists of the following documents:
— Part I Conditions for the contest;
— Part II General contractual terms.
Part III
— Annex 1- 3 with references to information about the competition and responses in Mercell;
— Annex 4 - 7;
— Annex 8 NAV Sign Manual;
— Attachment 1-6 (Case HMS Agder).
The contract signing is planned by 31 October 2021.
Changes in the tender documentation in connection with the new notice: Point 3.6.5. Central certification under requirement in Mercell is deleted. NAV Sign Manual v.2.0 has had some changes in text introductory and in description of some of the individual elements throughout the manual. A new element, 18.6, is placed under point 18 and listed under Products in Mercell. Under Criteria in Mercell, the weighting of sub points to point 1.4.0 has been changed.

Documentation requirement: Norwegian tenderers: A company registration certificate from the Brønnøysund Register Centre will be collected through the eBevis service. Foreign Tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country where the tenderer is established.

Documentation requirement: description of the tenderer's primary deliveries during the last 3 years, including a description of the assignment, your value, dates and recipient.
Qualification requirement: good implementation capability is required.
Documentation requirement: description of the tenderer's technical capacity and professional qualifications. Regarding capacity, a description of relevant units at the supplier, hereunder distribution and mounting network. With regard to qualifications, a short overview of the tenderer's general relevant expertise must be given. The personnel proposed for the assignment must not be specified, and CVs must not be submitted. Overview of the tenderer’s average annual workforce and number of employees in management during the last 3 years. Description of instruments, machines, equipment, material or technical equipment the tenderer has at disposal to execute the contract.
