Kort beskrivelse:
The emergency hospital at Hjelset is, per December 2020, a completed preliminary project that is ready for the detailed engineering design services.
The assignment consists of detailed engineering design services for the work basis for the turnkey and execution contracts. In some cases the work basis will have to be prepared before a contractor is contracted. After such a work basis has been prepared, the contracting authority can choose to transfer the tenderer to one or more turnkey contractors or execution contractors. Individual persons or individual disciplines at the tenderer could also be transferred to one or several contractors. The tenderer must be prepared that their workplace can be managed by the contract they are working for.

The basis fosr execution contracts could also have to be prepared. A provisional contract plan has been drawn up in Part II Contract Basis, chapter A.3.4 Contract Structure. The tenderer will take over as the responsible engineering designer (PRO) for his disciplines, c.f. the Building Application Regulations.

A contract will be signed with one tenderer for architecture and one tenderer for engineering design services. The contracting authority will be responsible for general progress and uniformity. The tenderers will manage their respective organisations within this framework. Those chosen to be suppliers will be expected to make up the management for the engineering design services together with the contracting authority.

Tenderers must offer a PGL and PRL who will see to the coordination between all the engineering designers and the builder.
Tenderers must offer a consultant ITB (RITB in accordance with NS 3935:2019 Integrated Technical Building Installations (ITB) — Engineering Design Services, Execution, and Commissioning) who will be responsible for planning systematic completion in the engineering design phase.

The contracting authority will, through the project, have an efficient organisation that can discuss solutions and consequences, and be capable of making quick decisions.
Tenders must be based on the documents in Part II Contract Basis.
The parties will enter into a contract based on engineering design services remunerated by the number of hours worked.
In the event of transfer contracts, the parties must agree on a budget for a fixed price contract, c.f. Part II Annex B Contract Provisions, chapter 10.1.
