Digdir would like a transition to cloud-based architecture and operational platform for our self-developed joint systems, as well as a contract with an operations partner that can support this process so that the following effect orientated goals are achieved:
— flexible operational contracts that see to Digdir's needs over time,
— stabile operation with a high running time,
— facilitate an increased rate of change and the ability to innovate,
— use of future-orientated technology,
— scaleable on performance and new functionality,

Kort beskrivelse:
The procurement is for cloud-based operational and competence services for Digdir's joint systems.
Digdir's goal is that the public cloud (Microsoft Azure) will be used in the contract period as the basic operational platform for the operational services for the joint systems that are included in this contract. Due to the personal protection regulations' requirements for transferring personal information and the interpretation of these requirements through the Schrems II judgement, Digdir would like to procure operational services in a private cloud with an option for migration to the pubic cloud when the rules and other circumstances allow this.

Digdir will mainly carry out developments and testing in the public cloud, whilst operational milieu close to production will run in a private cloud. A partner is to contribute here so that such an approach is as seamless as possible.
See SSA-D Annex 1 for further details on the procurement.
A contract is planned for the operations system in accordance with SSA-D and for assistance that will be regulated by SSA-B. The contract period will be 3 years with an option for an automatic extension for 1 year at a time.
Total value of the procurement
The procurement value is estimated to be a total of up to NOK 160 000 000 excluding VAT. The scope is subject to uncertainty, and Digdir has no obligations in relation to the estimated value.
The total value can be affected by the chosen model for liability distribution, and changes are also expected in the distribution between operational and competence services from the procurement of operational services to competence services in the contract period.

The total value of the procurement also includes the value of the option for the procurement of an SMS service. This makes up approx. NOK 10 000 000-25 000 000 excluding VAT in annual costs.
