The procurement will be carried out as a restricted tender contest. All interested suppliers can submit a request to participate in the first phase of the contest (the qualification phase). A given number of the qualified suppliers will be invited to submit a tender in the next phase of the procedure (phase 2).

A contract will be signed with one tenderer.

Beskrivelse av fornyelser:

The contracting authority can extend the framework agreement for one (1) year at a time for a further two (2) years. If the contracting authority does not want to extend the agreement, the contracting authority will submit a written notification 3 (three) months before the contract expires.

Registered in a trade register or company register:

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Documentation requirements: Norwegian tenderers — company registration certificate. Foreign companies: Confirmation that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have the necessary economic and financial capacity to fulfil the contract. It is sufficient to fulfil the requirement if the tenderer has achieved credit rating ‘credit worthy’ or equivalent.

Documentation requirement: Credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

Teknisk og faglig kapasitet:

Tenderers must have good experience from comparable assignments. Good experience means that the tenderer has completed several similar assignments with good customer satisfaction. Similar assignments are defined as assignments/projects that are of the same nature and scope as those covered by this framework agreement. Documentation requirement: Tenderers must fill in Appendix 2 (Reference Form) with the tenderer's up to 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include the assignment's value, date of execution, references (names, telephone numbers, and email addresses). A short description of the contract where it is described how the contract is relevant to the framework agreement included in the call for tenders. It is the tenderer's responsibility to document relevance through the description.

The tenderer shall have good implementation and follow-up abilities. Good implementation and follow-up abilities mean the organisation of the business that covers the nature and scope of the framework agreement. Documentation requirements: The tenderer must complete and submit Appendix 3 (Implementation and follow-up ability) containing a description of:

— routines for receiving orders and call-offs,

— routines for quality control of assignments,

— routines for handling deviations and complaints,

— handling customer communication,

— organisation of the workforce,

— technical units and technical personnel that the tenderer has at its disposal,

— availability outside normal working hours,

— plan for handling identified vulnerabilities for securing assignments.

The description must not exceed four A4 pages, font size 12 points. The tenderer is responsible for verifying compliance through the submitted documentation.

2) The tenderers who substantiate the most relevant implementation and follow-up ability (weight 50 %).
