Politiets fellestjenester

Politiets fellestjenester (PFT) (the Norwegian Police Shared Services) (hereafter called the Contracting Authority) implements the procurement on behalf of the police districts in order to ensure a secure, environmentally friendly and cost efficient delivery of post services to the entire country. The contract covers collection/bringing, package transport and franking services. A more detailed indication of who the contract applies to, including who is considered the client in relation to the contract, is in Appendix to the contract.

Qualification requirement:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
• Norwegian companies: company registration certificate;
• foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.
Minste nivå(er) av standarder:
Qualification requirements: tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Teknisk og faglig kapasitet:
Documentation requirement: description of up to five of the tenderer's most relevant/comparable assignments in the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider.

Documentation requirement: tenderers shall submit documentation of their quality assurance and management system. The following documentation will be accepted: a certificate of the company's quality assurance system/quality management system, issued by independent bodies that confirm that the tenderer meets quality assurance standards in accordance with ISO 9001 or equivalent, or a description that, as a minimum, includes the company's procedures/routines for:

— approval of subsuppliers;
— the process from receipt and registration of orders, and until delivery to the customer has taken place.
Documentation requirement: the tenderer must submit documentation of their environment management system. The following documentation will be accepted:
• valid attestations/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco Lighthouse or equivalent); or
• a description of the tenderer’s own environmental management system.
The description must, as a minimum, include a short description of the tenderer's own environmental management system.
