The procurement concerns delivery of point-of-care hand-held glucose meters with base/docking station and associated consumables for e.g. Strips/cuvettes, controls and calibrators etc. The delivery must also include a middleware system for monitoring and configuring individual meters, with electronic (on-line) transfer of test results to Oslo University Hospital's patient administrative system (DIPS) and LIMS, handling of quality control measurements and registration of users.
The procurement concerns delivery of the following lots:
— approx. 300 meters with docking station during the contract period plus approx. 250 000 tests per year plus at least two levels of controls three times per week;
— option for 120 glucose meters with 100 000 tests per year and at least two levels of controls 3 times per week to Vestfold Hospital;
— Middleware solution with connection of 300 glucose meters during the contract period;
— option for connection of 120 glucose meters at Vestfold Hospital.
Tenders shall be submitted for all of the lots.

The purpose of the procurement is to cover OUS HF's need for point-of-care glucose meters.
The PNA specialist at the Department of Medical Biochemistry will be responsible for administration, guidance and ordering of glucose meters for the majority of departments at different locations in Oslo University Hospital Trust. There will also be orders from some departments that are not under the auspices of the Department of Medical Biochemistry.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Norwegian companies: company registration certificate
Foreign companies: verification that the tenderer is registered in a professional register in the country where the tenderer is established.
Økonomisk og finansiell stilling: Creditworthy.
Minste nivå(er) av standarder:
Tenderers must have sufficient economic and financial standing to fulfil the contractual obligations. In order to fulfil this a credit rating of A or higher is required on Bisnode/Credit Pro — or an equivalent rating from another reputable credit rating company. The credit rating must be based on the last known accounting figures, must not be older than 6 months and must be carried out by a credit rating agency licensed to carry out such activity. The contracting authority reserves the right to obtain a credit rating from Bisnode/Credit Pro. Tenderers who do not fulfil the requirement, e.g. companies with a lower rating or newly started companies can compensate for this with a satisfactory guarantee from a bank and/or a parent company, which gives equivalent security for the implementation ability. If a parent company guarantee is given, the organisation number must be given for the parent company, as well as documentation that the parent company fulfils the qualification requirement.
