Hå Municipality, hereafter called the Contracting Authority, invites tenderers to a contest for the delivery of a patient signalling system and confidence-building mastering technology.
The contest will be held as a negotiated procedure. The tender contest is initiated with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited, will be able to submit a tender. The Contracting Authority plans to invite three-four tenderers to submit a tender. All of these will have their tenders evaluated. A minimum of three of these will be invited to negotiations.

The procurement will result in a contract that will primarily be for procuring equipment for patient signalling systems in two nursing homes, one respite care home, and one sheltered accommodation flat. Hå Municipality would like to procure a system that is integrated across the municipality's service areas, and which is flexible for future changes in user needs and how the services are organised.

Patient signalling system/digital supervision.
The municipality would like the patient signalling system to be installed in two nursing homes, one respite care home for children, and one sheltered accommodation flat. We would like to have the remaining installations as options, c.f. point 1.4 in SSA-T annex 1.

We would like the municipality to procure all the necessary components, including sensors, alarms, and other equipment for resident rooms.
Welfare technological platform.
The municipality would like to procure a welfare technological platform as a service (SaaS) in order to support service production across the nursing and welfare field. The welfare technology platform will support both the patient signalling system and confidence-building services.

The scheduled start is November 2021.
The nursing homes, respite care home, and sheltered accommodation flat are described in annex 1 of SSA-T. There will be a site inspection for those who are invited to submit a tender, as long as the Corona situation permits it.
The contractual relationship will be regulated by SSA-T (the development and adaption contract) and SSA-V (the maintenance contract).
The maintenance contract will be valid for 4 years, thereafter it will be a standing contract with automatic renewal every year.
The options for the development and adaption contract will be taken up at the latest 6 years after the system has been fully implemented, and will follow the implementation rate in this contract.
The options will equate what has already been installed with the changes that have been made.
