The aim of the project is the re-establishment of Jordal artificial grass pitch, skate park, and club house at Jordal (cadastral No 232/title No 499) through a partnership contract. The partnership contract is split into two phases:
Phase 1: will result in a ready agreed basis for the execution and target price;
Phase 2: will consist of the execution phase and the construction of the project.
The project will be based on trust and cooperation. Tenderers are recommended to familiarise themselves with the contract and form of cooperation.
The project aims to have minimum 25 % zero-free site execution (and possibly other environmental measures). The partnership contractor must take the interfaces between all the measures into consideration (artificial grass pitch, skate park, club house, and grandstand). The exact scope and consequences will be reviewed in phase 1.
The wrestling world championships will be held in Jordal sports park from 2 — 10 October 2021. We expect that the construction work can start after 15 October 2021.

Oslo Municipality, c/o the Agency of Urban Environment, would like to procure a contractor for a partnership contract for the re-establishment of Jordal artificial grass pitch, skate park, and the club house at Jordal, (cadastral No 232/title No 499). The partnership contract consists of two phases:

The Agency of Urban Environment plans to work together with the contractor towards a zero-emission percentage in phase 1 (partnership phase) and other environmental measures — for example reuse, recycling, a high degree of recirculation of materials, and the use of climate friendly materials/solutions. The project can then choose the possible zero-emission machines that are appropriate, based on the work that must be done, the available electricity, etc.

The wrestling world championships will be held in Jordal sports park from 2 — 10 October 2021. The sports federation has rented the entire area from 25.09.21 - 15-20.21. This has been taken into consideration when planning the execution phase, and the construction work is expected to start after 15 October 21.

Jordal artificial grass pitch:

The pitch must have the same location as the old pitch. On-site matter is to be removed and built up again. The pitch must have a new base course, drainage, undersoil heating, LED pitch lighting, new fences, nets to stop balls, etc. The artificial grass must have a plastic-free filling. The system and supplier will be reviewed in phase 1 in a cooperation between the partnership contractor and builder. An energy well park has been established under the current artificial grass pitch. The scope is given in the annex. The work that is carried out must take the energy wells and accompanying headers into consideration.

Jordal skate park:

The skate park was established in 1999 and the site was renovated by the club in the period 2007-2009. Major developments have been carried out at the site more recently, both by the municipality and the club. The site has been used a lot and is characterised by a lot of wear and tear. There are dangerous holes and several elements have shortcomings, which means that parts of the park have to be cordoned off. Th site is now seen as as outgoing capacity. Oslo Municipality would like to demolish the current wooden installations and construct a new skate park in concrete cast on site, which is to be either completely or partially sunk. Some elements will be above the surface. In addition, lighting and simple grandstands must be established.

The skate park must be in the same place as before. The area is approx. 2 000 m

Jordal club house:

Jordal club house is a brick construction over 2 floors of approx. 600 m

The building's use will be almost the same as before. The ground floor will be used as club premises for two different associations. In addition the floor will have a communal area that will be available to the public/recreational clubs. The basement will be used for changing rooms, a gym, and a technical room. The Agency of Urban Environment would like to renovate the building.

Phase 1 has an estimated contract value of approx. NOK 4 million excluding VAT. Phase 2 has an estimated contract value of approx. NOK 60 million excluding VAT.
