Bærum Municipality, hereafter called the contracting authority, invites tenderers to a restricted tender contest for parallel framework agreements with 2 tenderers for the procurement of automation and field equipment, including control plants.
Bærum Municipality currently has many different suppliers of control plants (building automation system (BAS)) in its properties. The systems are of varying age, quality, and set-up. This is challenging as regards security, operation, costs and the ability to support the municipality's digital development.

Bærum Municipality has thus chosen to procure 2 framework suppliers for automation and control plants, which will contribute with a systematic phasing out of old installations. As part of the measure, a project has been started, Smart Control of Buildings, with the intention of implementing a future-orientated, centralised BAS platform with standardised user interface and functionality, as well as the possibility of having operation of the properties in a central hub.

The Smart Control of Buildings project is split into the following procurement processes.
1) Procurement and implementation of a new analysis platform that can be integrated with the BAS platform and EOS, as well as facilitate automatic optimisation of energy consumption. The procurement of a central BAS platform and the new analysis platform will be made in autumn 2021.

This procurement is for process No 2 — establishment of parallel framework agreements for automation and control plants.
Varighet: 48 måneder
Beskrivelse av fornyelser:
The framework agreements will be entered into for a period of 4 years. Bærum Municipality has the right to extend the contracts for a further 1 + 1 + 1 year. The contract's maximum length will be 7 years. See the tender documentation for more detailed information.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: Taxes and duties
The tenderer must have their tax and VAT payments in order in the country where they are established.
Documentation requirement:
Tax and VAT certificates
The certificate can be obtained from Altinn.no.
The certificates must not be older than 6 months, from the tender deadline.
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement 2: Registered in a trade register or company register:
Tenderers are required to have a legally established company that is registered in a company register or a trade register in the country where the tenderer is established. This requirement also applies to any sub-suppliers.
Norwegian companies: Company registration certificate
Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement 3, finances.
Tenderers are required to be economically and financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period.
For example, creditworthy with no requirements for guarantees is sufficient.
Documentation requirement:
Expanded credit rating/report, not older than 3 months, from a publicly certified credit rating company, with grade A (credit worthy) or equivalent or better ranking. The report must be based on the last known fiscal figures. The date must be clear.
Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement 4: Implementation ability/capacity.
Tenderers are required to have an organisation that has the capacity to fulfil the contract.
Documentation requirement:
— overview of the number of employees in the company with the relevant discipline. The overview must state their different roles,
— an account of the tenderer's technical personnel or technical units that the tenderer has access to for fulfilment of the contract, regardless of whether they belong to the company or not.
Requirement 5 experience
Tenderers must refer to sufficient ability and good experience from equivalent assignments.
A description must be provided of approx. one A4 page per project of up to 5 relevant reference projects in the last 5 years. The description must include information on, amongst other things:
— a description of the content of the delivery and the services that were delivered,
— contracting authority,
— type of building,
— contract value of the assignment,
— the start-up date and completion date (year)/if not completed — where one is in the project.
Relevant deliveries mean assignments where the tenderer has delivered the requested goods/services to customers of an equivalent size and complexity.
Requirement 6 quality management system
A good and well-functioning quality management system is required for the requested services
Statement of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or equivalent certificate.
Other certificates issued by bodies in other EEA countries can also be presented, provided that the tenderer can document that these are equivalent to ISO 9001:2015.
Requirement 7, environment management system.
Systems and procedures are required that ensure low environmental impact when performing the delivery.
The environmental management system must i.a. ensure continual improvement of:
— the organisation’s competence in relation to environment and safety,
— the service's climate effect.
A description of the tenderer's environmental management system and/or copy of certificates for the environmental management system in accordance with ISO 14001:2015, Miljøfyrtårn (Eco-lighthouse), EMAS or equivalent.
The contracting authority will accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates by the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.

If more than 5 tenderers register that fulfil the minimum qualification requirements in the qualification documentation point 3.2 to 3. 5, the contracting authority will rank the tenderers based on their degree of fulfilment of point 3.5. Requirement No 4 and 5 will be particularly weighted.
