Parallel framework agreements for running reception centres, level 2 - Inner Østland region

UDI would like to enter into parallel, regional framework agreements with varying capacity, which will give UDI quick access to a potential significant number of reception centre places (up to 5000 per region).
The framework agreements that are signed after this contest will be part of UDI's portfolio of contracts for accommodating asylum seekers, and will be called level 2 - varying reception capacity. The framework agreemnets that are announced in this contest will consist of varying capacity for ordinary reception centre places, relief for transit reception centres and arrival centres, and other necessary services.
Level 2 will cover the need that exceeds the capacity need covered by existing framework agreements for running a basic reception centre (level 1). Basic reception centres are a core of reception centres in the reception centre system that are run with long contracts where the presumption is that there will be a limited number of reception centres that have a stable high number of persons.

Kort beskrivelse:
UDI plans to enter into parallel framework agreements with up to 12 different tenderers for framework agreements for the procurement of up to 5000 places in the Inner Østland region.
The framework agreements include delivery of:
buildings/infrastructure for accommodation and an operational organisation to see to its operation in accordance with the requirements specification, or
only an operational organisation in cases where UDI already has buildings.
UDI would also like to enter into paralllel framework agreements in the remaining regions in the simultaneous and coordinated contests. UDI will, based on the current political guidelines, aim to have a proportionally equal distribution of reception centres in the various regions.

The framework agreements will be signed for 3 years, with an option for the contracting authority to extend for a further 1 + 1 year.
The parallel framework agreemnets will give UDI the right, but not an obligation, to award operational contracts under the framework agreements.
