Oslo kommune v/ Omsorgsbygg Oslo KF

The framework agreement covers inspections, follow-up, service, operation, maintenance, modernisation and replacement of lifts and lifting devices that include, but is not limited to, person and goods lifts, lifting platforms and stairlifts.
Parallel framework agreements will be signed with 2 to 4 tenderers. The number of tenderers that will be awarded a contract will depend on the conditions mentioned in the tender documentation's point 1.5. Tenderers must read the point carefully for further information. Tenderers must submit a tender for up to three portfolios. The total number of portfolios in the framework agreement is four. Due to technical reasons, ‘no’ has been ticked in the question on subcontracts, however contracts will be signed with 2 to 4 tenderers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: the supplier shall be a legally established enterprise.

Documentation requirement:

Norwegian companies: the contracting authority will obtain a company registration certificate.

Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Qualification requirement: tenderers must have the sufficient financial capacity to fulfil the contract.

Documentation requirement: the contracting authority will obtain a credit rating based on the last known fiscal figures. The contracting authority reserves the right to obtain other documentation from the tenderer if this is found necessary for the evaluation of compliance with the requirement.

Teknisk og faglig kapasitet:

Qualification requirement: tenderers must have good capacity and good implementation ability to deliver in accordance with the framework agreement.

Documentation requiremet: an account of the available workforce (administrative management and other employees) that the tenderer has at his disposal for fulfilment of the contract.

An overview of the technical personnel or technical units that the tenderer has at his disposition to fulfil the framework agreement, especially those responsible for the quality control.

Information on relevant education and professional qualifications at the tenderer and the company's administrative management, and particularly for the person/s responsible for providing the services (e.g., competence matrix showing the number of persons with relevant education and professional qualifications). Including authorisation, certificates of apprenticeship/craft certificate/masters certificate in relevant professions.

Note: individual CVs do not need to be submitted.

Qualification requirement: tenderers must have experience from assignments of the same nature and scope.

Documentation requirement: an overview of the four most important relevant assignments/deliveries carried out in the last 5 years. The attached template must be used. Details for a reference person must be given. See Annex 14 Template for project overview.

Qualification requirement: tenderers must have a quality assurance system suited to the content of the contract.

Documentation requirement: the tenderer must present a description of the tenderer’s quality assurance measures. Tenderers must attach procedures and check-lists for the services offered in the contract, which show satisfactory quality assurance of the deliveries/services.

Alternatively: tenderers can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.

Qualification requirement: tenderers must have a satisfactory environmental management system suited to the content of the contract.

— Tenderers must document their environmental performance/procedures within the themes of purchasing, energy, waste, transport and emissions.

Documentation requirement: tenderers must present a description of the tenderer’s environmental management measures.

The description shall include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services.

The procedures and the check-lists shall show how the tenderer meets the requirements for outer environment in accordance with the internal control regulation and pollution control act.

Tenderers must document that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

Alternative 1: The tenderer is certified for ISO 14001 or equivalent. The certificate must be presented.

Alternative 2: If a tenderer is eco-lighthouse certified or equivalent, it is sufficient to present the certificate.
