The purpose of the procurement is to meet The Norwegian Armed Force's need for minimum two work boats.
The work boats will function as mobile platforms at sea for military diving teams and military EOD teams (Explosive, Ordnance Disposal), which carry out operations along the coast in civilian sea areas, close to military installations, and in port areas.
The Norwegian Defence Materiel Agency plans to have the boats delivered before 2024.

Egnethet til å utøve yrkesvirksomheten:
REQUIREMENT: The Candidate must be registered in the Central Coordinating Register of Legal Entities or the Chamber of Commerce in the state where the candidate is established.
DOCUMENTATION REQUIREMENT: Norwegian contractors:
- Certificate of Registration
Foreign contractors:
- Confirmation that the Candidate is registered in the Central
Coordinating Register of Legal Entities or a Chamber of
Commerce in the state where the Candidate is established.
REQUIREMENT: The Candidate shall have transparent ownership and governance that is acceptable
DOCUMENTATION REQUIREMENT: The Candidate shall give an overview of the history of the company, the organisation and the owner structure, legal standing with respect to any parent company, and a description of the business today.
Økonomisk og finansiell stilling:
REQUIREMENT: The Candidate must have sufficient economic and financial capacity to complete the delivery, including satisfactory operating margin, liquidity ratio and equity share.
DOCUMENTATION REQUIREMENT: The Candidate's financial statements (including notes with director's report and auditor's statement) from the past 3 years.
If the financial statements for the previous year are not completed upon expiry of this tender, the preliminary financial statements for the previous year shall also be enclosed.
REQUIREMENT: The Candidate shall ensure that it properly fulfils its obligations regarding the payment of tax and VAT.
DOCUMENTATION REQUIREMENT: Tax certificate which is not older than 6 months calculated from the application deadline. Tax certificate means:
For Norwegian contractors:
- Certificate issued by a tax collector or the Norwegian Tax Administration regarding:
- Value added tax
- Tax
- Payroll tax
For foreign contractors:
- Foreign contractors must submit corresponding certificates from their countries, documenting proper fulfilment of their obligations regarding the payment of taxes and duties.
- If the authorities in the relevant country do not issue such certificates, the Candidate must submit a declaration which confirms that all taxes and duties are paid. The declaration must be approved and signed by the contractor's
CFO/financial manager.
Teknisk og faglig kapasitet:
REQUIREMENT: The Candidate must have good experience from similar deliveries of technical systems
DOCUMENTATION REQUIREMENT: Overview of the Candidate's 3 most relevant assignments during the past 5 years. In order to secure sufficient competition, documentation for deliveries performed by the Candidate more than 5 years ago may also be taken into consideration. The overview must include a specification of:

It is the Candidate's responsibility to document relevance through the description.
REQUIREMENT: The candidate shall have the sufficient capacity to execute the contract.
DOCUMENTATION REQUIREMENT: A description of technical personnel, tools, material and technical equipment at the Candidate's disposal to execute the contract.
REQUIREMENT: The Candidate shall have the sufficient competence to execute the contract.
DOCUMENTATION REQUIREMENT: Description of education and experience of the personnel available to the Candidate to execute the contract.
CVs are not requested in this connection.
REQUIREMENT: The Candidate shall have adequate capabilities and structures to provide Logistic Support in the functional lifetime for the boats.
DOCUMENTATION REQUIREMENT: The Candidate shall describe his capability to provide Logistic Support in the functional lifetime for the boats.
The Candidate shall describe his capability to perform Candidate's Logistic Support during the systems expected lifetime, e.g. operation manuals, corrective and preventive maintenance, delivery of spare parts and technical support.
REQUIREMENT: The Candidate must have a good and efficient quality assurance system.
DOCUMENTATION REQUIREMENT: Description of the Candidate's quality assurance methods.
If the Candidate is certified pursuant to ISO 9001 or equivalent standards, it is sufficient to submit a copy of a valid certificate.
REQUIREMENT: The Candidate must have a good environmental management system.
DOCUMENTATION REQUIREMENT: Description of environmental management measures that are implemented in the business.
If the Candidate is certified pursuant to ISO 14001 or equivalent standards, it is sufficient to submit a copy of a valid certificate.
