The Project "Trygg stafett" - aims at ensuring safe interactions for patients and relatives in acute mental crises. At the Department of Mental Health and Substance Abuse (Norwegian: PHR) in Vestre Viken, this help is provided within what is referred to as the "emergency department", i.e., the emergency department at Blakstad, as well as outpatient and 24 hrs services at the District Psychiatric Centres. PHR has now revealed that many patients and relatives do not experience the help in the Emergency department as safe. A larger survey in PHR shows many examples of "Breach of treatment". This means that the help is often perceived as uncoordinated and incoherent.

The project
Consequences of "Breach of treatment" are manifested through readmissions to hospitals, deterioration in mental health, strain and insecurity for patients and relatives. In the worst case, premature or lack of follow-up after discharge can result in the patient injuring himself or herself or others, or ending in suicide or overdose death. This uncertainty and concern about patient safety is also a burden for staff in the emergency department.

PHR knows a lot about the challenges, but needs help to convert insights into action.
Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.

The contracting authority is Vestre Viken Health Authority (Norwegian: VVHF)
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 3,100,000 + an option for up to NOK 3,100,000 excluding VAT.
Contract duration: The contract will run for one year with the opportunity to extend for up to one year + one year.
Estimert verdi eksklusive mva: 6 200 000 NOK 💰
Varighet: 12 måneder
